JOHNSON ELEMENTARY FOR THE LAST SEVEN YEARS AND SUPPORTING AND TEACHING IN THE DESERT SANDS UNIFIED SCHOOL DISTRICT FOR THE LAST NINE YEARS.

WHEREAS SHE WORKED MULTIPLE JOBS IN HER FIR TEACHING TO SAVE MONEY.

SIMULTANEOUSLY EARNING TWO MASTERS DEGREES.

MASTERS OF SCIENCE AND EDUCATION FROM CAL B UNIVERSITY.

MASTER OF ARTS IN EDUCATIONAL ADMINISTRATION.

WHEREAS SHE COMES FROM A FAMILY OF EDUCATOR INCLUDING A MOTHER WHO WORKS WITHIN THE SCHOOL DISTRICT.

TWO AUNTS.

GRAND MOTHER AND A SISTER WHO ARE ALL TEACHERS.

AMAZING.

SHE THRIVES TO BE A POSITIVE FORCE IN AND OUTSIDE OF THE CLASS.

EVEN DONATING A KIDNEY TO ONE OF HER OWN TE WHILE IN COLLEGE.

SEEING THIS AS ANOTHER EXAMPLE OF HER DES PATH.

WHEREAS SHE CREATED 20 FOR CHANGE.

ADVOCATING THAT $20 OR 20 MINUTES CAN CHANGE A LIFE.

PICKING UP YET ANOTHER JOB TO SELF-FUND ORGANIZATION.

BASIC TENET IS TO TEACH AND SHOW KINDNESS.

WHEREAS HER 20 FOR CHANGE PROJECTS HAVE INCLUDED WRITING LETTERS TO POLICE OFFICERS ACROSS THE COUNTRY, BEFRIENDING A TEENAG PARALYZED BY A.T.V.

ACCIDENT, SUPPORTING THOSE WITH MUSCULAR DYSTROPHY AND HELPING THOSE WITH CANCER AND OTHERS SHE SEES HERSELF AS A TEACHER TO ENCOURAG KINDNESS AND SHOW SIMPLE ACTS CAN BE A CATALYST LIFE-ALTERING CHANGE.

WHEREAS ALLISON'S DAY WITH THE STUDENTS BEGINS AND ENDS BY TELLING THEM SHE LOVES THEM BECAUSE SHE TREATS THEM LIKE FAMILY AND CREATES A SAFE SPACE FOR CHILDREN AND FELLOW EDUCATORS.

WHEREAS SHE EARNED THE DESTART SANDS UNIF TEACHER OF THE YEAR FOR 2020 AND RIVERSIDE 2020-2021 AND NAMED ONE OF THE FIVE TEACHERS IN THE STATE OF CALIFORNIA WITH OVER 40 MILLION PEOPLE TO BE NAMED CALIFORNIA TEACHER OF THE YEAR.

A COUPLE OF ITEMS BASED IN THE WESTERN COUNTY.

I WILL FOCUS ON ONE NOTABLE ITEM.

THAT WAS IMPLEMENTATION AND THE MANAGEMENT AGREEMENT BETWEEN THE RIVERSIDE COUNTY TRANSPORTATION COMMISSION AND THE WESTERN RIVERSIDE COUNTY REGIONAL CONSERVATION AUTHORITY.

WITH THE WESTERN RIVERSIDE COUNTY REGIONAL CONSERVATION AUTHORITY WAS FORMED IN 2004

TO ACHIEVE ONE OF AMERICA'S MOST AMBITIOUS ENVIRONMENTAL EFFORTS.

THE RIVERSIDE COUNTY MULTIPLE SPECIES HA CONSERVATION PLAN.

THE COMMISSION WAS TO ESTABLISH 500,000 AC HABITAT RESERVE TO PROTECT, RESTORE, ENHANCE THE HABITATS FOR CONSERVATION OF THE 144 SPECIES EXPANDING THE CONSTRUCTION OF THE INFRASTR PARTICULARLY, TRANSPORTATION AND PROVIDE DEVELOPMENT PROCESS.

AS A NATION LARGEST HABITAT CONSERVATION PLAN, MSHCP STRENGTH SUSTAINABILITY AND THE QUALITY OF LIFE IN THE WESTERN RIVERSIDE COUNTY BUT ALLEVIATING TRAFFIC CONGESTION, PROTECTING NATURAL RESOURCES AND IMPROVING THE AIR QUALITY.

THIS PROVIDES ENDANGERED SPECIES ACT COVERA SINGLE PERMIT FOR THE CRITICAL WILDFIRE AREAS WHICH HELP ACCELERATE CONSTRUCTION OF THE FREEWAYS, THE ROAD PROJECTS BY AS MUCH AS FIVE YEA SAVING THE TAXPAYERS MORE THAN $500 MILLION.

SO, THIS MERGER WITH RCTC IS STILL GOING TO HAVE TWO SEPARATE BOARDS.

BUT IT'S GOING TO BE UNDER THE DIRECTION MAYER.

I KNOW IT SOUNDS SIMPLE BUT THERE IS SOME INTRICATE PART OF THIS MERGER.

IT'S GOING TO SAVE SOME TAXPAYERS DOLLARS.

IT'S ALSO GOING TO PRESERVE WESTERN RIVERSIDE COUNTY CONSERVATION AUTHORITY.

THIS IS A GOOD MERGER.

WE APPROVE THIS IN THE RCTC MEETING.

MOVING ALONG, I WILL GO ON TO MY PUBLIC SAFE COMMITTEE MEETING WHICH I AM A CHAIR.

DURING THE MEETING WE RECEIVED AN UPDATE CHIEF FISH ON THE RESPONSE TO THE MULCH FIRES AND THE PREVENTATIVE MEASURES TAKING PLACE TO PREVENT SUCH FIRES.

SINCE THE FIRE, RIVERSIDE COUNTY SUPERVISOR ASKED THE BOARD OF SUPERVISORS TO RESTORE FUNDING FOR COUNTY STAFF TO TARGET THE PROPERTIES TO BE POTENTIAL FIRE HAZARDS.

THE COUNTY CREATED COMBUSTIBLE MATERIAL T FORCE TO ADDRESS THE ISSUE.

TASK FORCE VISITED THE 50 SITES IN MECCA OASIS, THERMA AND VISTA SANTA ROSA.

20 PROPERTIES WERE ISSUED NOTICES, A REFERRED FOR LITIGATION.

THE RESULT IN THE PROPERTY CLEAN-UP REMOVED 5,645 CUBIC YARDS OF GREEN WASTE.

SO THIS WILL BE A CONTINUOUS EFFORT TO K PROPERTIES CLEAN AND TO PREVENT ANY FURTHER FIRES AND THE PROPERTY FIRES.

SO WE ALSO HAD INFORMATIONAL ITEM ON EARTHQUAKES.

THE CALIFORNIA OFFICE OF EMERGENCY SERVICES HAS RECENTLY LAUNCHED A NEW COMMUNITY CAMPAIGN TO PROMOTE EARTHQUAKE WARNING CALIFORNIA.

THE STATE'S EARTHQUAKE PREPAREDNESS SYSTEM.

THIS INCLUDES MAJING SURE COMMUNITIES ARE AWARE OF THE TOOLS AND THE RESOURCES TO ALERT CALIFORNIANS IN ADVANCE OF AN EARTHQUA PROVIDE TIME FOR DROP-IN, COVERING AND HOLDING ON.

THOSE FEW SECONDS OF THE WARNING CAN HELP T FIRST RESPONDERS, UTILITIES, TRANSPORTATION, HEALTHCARE AND OTHER KEY INDUSTRIAL AND BUSINESS SECTORS TO AVOID INJURY, TAKE ACTION AND SAVE LIVES.

THE MY SHAKE APP COMPONENT OF THE E.W.C.

FOR EXAMPLE, OUR INSURANCE, ANNUAL INSURANCE IS $600,000 A YEAR.

THAT IS BECAUSE WE ARE PART OF THE COUNTY POOL.

BEING PART OF THE COUNTY POOL MEANS WE PAY FOR CLAIMS THAT ARE MADE THROUGH THE PUBLIC SAFETY DEPARTMENTS.

SO AS WE STARTED TO DISSECT AND TALK A LOO BUDGET WE SAW THAT THE MAJORITY OF THE COSTS ARE BEING FILTERED DOWN FROM THE COUNTY COULD BE AVOIDED IF WE WEREN'T PART OF THE COUNTY SYSTEM.

THE MAIN REASON FOR THAT IS SALES TAX IN CALIFORNIA HAS BEEN SURPRISINGLY STRONG.

I THINK WHAT WE UNDERSTAND THE PRIMARY REASON FOR THAT IS THE INTERNET SALES HAVE PICKED UP DRAMATICALLY.

THE STATE HAS JUMPED IN TO DISTRIBUTING THOSE INTERNET REVENUES THE WAY THEY ARE SUPPOSED TO.

MORE QUICKLY THAN WE ANTICIPATED.

SO THE GOOD NEWS IS THERE IS MORE MONEY IN THE SALES TAX POT THAN WE EXPECTED.

THAT NOT ONLY HELPS US WITH GENERAL FUND BUT ALSO IN TERMS OF MEASURE X.

YEAR OVER YEAR SALES TAX FOR THE FISCAL YEAR JUST ENDED END OF JUNE WAS HIGHER YEAR OVER YEAR.

DESPITE THE FACT THAT THE LAST THREE OR F WERE IMPACTED BY THE COVID PANDEMIC.

WE STARTED THIS YEAR ON THE SAME BASIS SO W PROJECTING FORWARD AND HOPING THAT IT DOESN'T TURN SOUTH.

RIGHT NOW THIS YEAR WE HAVE ONLY GOT A COUPL OF ACTUAL RETURNS.

WE ARE THINKING THAT SALES TAX WILL STAY STEADY LEVEL.

WHAT HAPPENS TO US THEN IN TERMS OF THE BUDGET THAT THE COUNCIL ADOPTED WE END UP WITH $8 MILLION MORE IN THE MEASURE X BUDGET.

NOT $8 MILLION MORE COLLECTIVE, I'M SORRY T SAY.

BUT $8 MILLION MORE BECAUSE WE DIDN'T SPEND AS MUCH AS WE HAD BEEN SCHEDULED TO SPEND.

EVERYONE IF PEOPLE GET REGULARLY TESTED FOR AND THE BUSINESSES AND SCHOOLS START OPENING UP AND PEOPLE ARE ABLE TO WORK AGAIN, THEY STILL WILL HAVE MONTHS OF THE PAST DUE ACCUMULATED FROM WHEN THEY WEREN'T WORKING.

MANY RESIDENTS DID NOT RECEIVE THE STIMUL IN THE SPRING.
