THE LOCATION OF THE PROJECT IS BASICALLY ON THE NORTHWEST CORNER OF THE CITY.

THIS IS THE SUN CITY PALM DESERT WHICH IS LOCATED IN THE UNINCORPORATED AREA OF THE COUNTY AND THIS IS THE SITE.

THE APPLICANT IS PROPOSING TO SUBDIVIDE THIS PROJECT TO RESIDENTIAL LOTS.

HOWEVER, STAFF WOULD LIKE TO REQUEST CONTINUING THE ITEM TO THE PLANNING COMMISSION'S REGULAR MEETING OF JANUARY 13, 2020.

IT SHOULD SAY JANUARY 13, 2021, TO ALLOW THE APPLICANT'S CONFORMITY WITH THE GENERAL PLAN 2040.

SO AS YOU MENTIONED, THIS PROJECT BEFORE YOU IS AN AMENDMENT TO AN EXISTING SPECIFIC PLAN.

THE SPECIFIC PLAN IS FOR AN RV COMMUNITY WHICH IS NAMED OR KNOWN AS DESERT SHORES MOTOR COACH.

SO THE LOCATION OF THE PROPERTY IS SOUTH OF AVENUE 48 AND EAST OF HJORTH STREET, AND AS YOU CAN SEE IT IS A COMPLETED COMMUNITY.

THIS SHOWS THE ZONING DESIGNATION, SO THE ZONING DESIGNATION CURRENTLY FOR THE SITE IS PROJECT MASTER PLAN.

THEY HAVE A PROJECT MASTER PLAN FOR THE SITE.

AND THEN SURROUNDING ZONING IS A RESIDENTIAL AS WELL.

THE ORIGINAL APPROVAL WAS DONE AND APPROVED BY THE COUNCIL ON MARCH 1, 2000, AND THERE WAS AN AMENDMENT DONE TO THE SPECIFIC PLAN TO ADD A CASITA WHICH IS NOT A LIVING CORRIDOR.

IT IS JUST A CASITA WITH AMENITIES SUCH AS BATHROOM, RESTROOM, KITCHEN.

THE LIVING ROUTINE IS THE RV.

SO BASICALLY THE AMENDMENT CREATED THIS CASITA UNITS, WHICH THEY'RE PRETTY SPACIOUS.

AS YOU SEE HERE, THIS SHOWS THE COMMUNITY ON THE LEFT-HAND SIDE, AND WHAT WE ARE ESTABLISHING TONIGHT IS A FRONT YARD SETBACK WHICH WE ARE ESTABLISHING IT AT 10 FEET, WHICH ANY GARAGE OR OTHER ACCESSORY STRUCTURE CAN BE BUILT AT 10 FEET, WITH A 10 FEET SETBACK FROM THE FRONT PROPERTY LINE.

IN ADDITION TO THAT, WE ALSO ARE ADDING A SECTION TO THE SPECIFIC PLAN THAT ALLOWS THE DIRECTOR TO APPROVE IF HE FINDS IT APPROPRIATE, BASICALLY A DEVIATION OF 15% FROM ANY GENERAL DEVELOPMENT STANDARD, WHICH IN THIS CAS 5 COULD BE SQUARE FOOTAGE, COULD BE HEIGHT, COULD BE SETBACK, AND THINGS IN THAT SENSE.

THAT CONCLUDES THE STAFF REPORT.

THE STAFF RECOMMENDS APPROVAL OF RESOLUTION 1973 ADOPTING BASICALLY RECOMMENDING TO THE COUNCIL THE AMENDMENT TO THE DESERT SHORES SPECIFIC PLAN.

STAFF IS AVAILABLE TONIGHT TO ANSWER ANY QUESTION THAT THE PLANNING COMMISSION MAY HAVE.

ALSO, THE APPLICANT IS I BELIEVE HERE TO ANSWER ANY QUESTION THAT YOU MAY HAVE FOR THE APPLICANT.

THE OWNERS, THE VAST MAJORITY WERE IN FAVOR OF REQUESTING THIS CHANGE.

SOME WOULD LIKE TO ADD ONTO THEIR LITTLE GARAGE IN THE FRONT A FEW FEET.

IT MAKES IT MORE REALISTIC, THIS FEW MORE FEET WILL HELP THEM.

SO THAT'S KIND OF WHY WE ASKED FOR IT.

SOMETIMES WHEN THEY'RE ADDING LIKE A PATIO ROOF OR SOMETHING, WE HAD A LIMIT 6 IN OUR PREVIOUS SPECIFIC PLAN, SO WE THOUGHT IT MIGHT BE HELPFUL IF THE DIRECTOR HAD A LITTLE BIT OF LEEWAY IN APPROVING -- LIKE RECENTLY WE HAD ONE THAT I

THINK WAS 625 FEET AND OUR LIMIT WAS 600, AND SO THEY HAD TO GO BACK AND REDESIGN IT FOR JUST THOSE 25 EXTRA FEET, SO IT WOULD HAVE BEEN NICE IF HE HAD HAD THAT FREEDOM.

THAT'S PRETTY MUCH, I THINK EVERYTHING THAT I COULD SAY ABOUT IT.

WE HAVE BEGUN OUR HOUSING ELEMENT UPDATE PROJECT, AND ONE OF THE EARLY THINGS WE WOULD LIKE TO DO IS TO HAVE A JOINT MEETING OF CITY COUNCIL AND PLANNING COMMISSION TO GIVE YOU AND THE COUNCIL THE OPPORTUNITY TO JOINTLY DISCUSS ISSUES, IDEAS, THOUGHTS AND CONCERNS RELATIVE TO THE UPDATE OF OUR HOUSING ELEMENT.

TO GIVE YOU A LITTLE BIT OF BACKGROUND VERY QUICKLY, THE HOUSING ELEMENT IS SOMETHING WE'RE REQUIRED TO DO.

WE HAVE A 7,793 UNITS WE HAVE TO PLAN FOR.

AND SO THERE'S GOING TO BE I THINK SOME GOOD OPPORTUNITY FOR DISCUSSION.
