THERE HAVE BEEN NO DIRECTIVES ISSUED TEMPORARILY HALTING LOCAL GOVERNMENT PROCESSING OF LAND USE AND DEVELOPMENT REVIEW APPLICATIONS AND/OR CONSIDERATION OF POLICY ACTIONS INCLUDING BUT NOT LIMITED TO GENERAL PLAN AMENDMENTS, ZONING CODE AMENDMENTS AND NEW OR AMENDED SPECIFIC PLANS.

THEREFORE, THE CITY OF INDIO CONTINUES TO ACCEPT AND PROCESS APPLICATIONS IN ACCORDANCE WITH STATE AND LOCAL REQUIREMENTS.

THE PLANNING STAFF AND OTHER CITY PERSONNEL.

MY NAME IS OLYMPIA-I'M ADJUNCT FACULTY.

I'M TEACHING SECOND YEAR ARCHITECTURAL PRACTICE AND DESIGN STUDIO.

WE ARE VERY HAPPY TO BE HERE.

MYSELF AND MY STUDENTS AS WELL AS THE DIRECTOR OF THE DEPARTMENT.

I WANT TO THANK YOU FOR THE OPPORTUNITY TO ALLOW THE STUDENTS TO PRESENT THEIR WORK.

THIS IS A UNIQUE MOMENT AND WE WANT TO EXTEND OUR THANKS TO LAELA FOR VOLUNTEERING SUCH A NICE GESTURE.

WE APPRECIATE YOU TAKING THE TIME FOR THIS REVIEW.

AS WE KNOW THIS IS A SPECIAL MEETING.

OF THE SIX STUDENTS PRESENTING TODAY THEY ARE BASICALLY FOUR TEAMS BUT SOME ARE TEAMS ARE TWO AND SOME ARE TEAMS OF ONE.

AND I WOULD LIKE TO GIVE YOU A SHORT SUMMARY OF THE PARAMETERS THAT THEY WERE GIVEN FOR THIS PROJECT.

AS WELL AS TO TELL YOU A FEW THINGS ABOUT THE SITES WHICH ARE LOCATED IN INDIO AND THEIR PRESENTATIONS WILL BE TWO TEAMS WILL PRESENT FOR ONE OF THE SITES AND TWO OTHER TEAMS FOR THE SECOND SITE.

SO WITH THAT I WOULD LIKE TO DO A SMALL -- I'LL GO THROUGH A POWER POINT PRESENTATION AND I'LL SHARE MY SCREEN FOR THAT.

ALL RIGHT.

VERY GOOD.

SO THIS PROJECT IS ABOUT AFFORDABLE HOUSING BUT IT HAS A TARGET AUDIENCE OF SINGLE PARENT HOUSEHOLD.

IT'S FOR THE SECOND YEAR STUDENTS OF ARCHITECTURE FIRST SEMESTER.

SO THE FOCUS, THE REASON WE DID THE FOCUS ON SINGLE PARENT HOUSEHOLDS IS BECAUSE THEY -- THAT IS A GROUP THAT IS INCREASING RAPIDLY STATISTIC WISE.

IT ALSO HAS SPECIAL NEEDS AND IT'S OFTEN NEGLECTED.

SO, IN ADDITION TO THE HOUSING WE WANTED TO CONSIDER THAT A MIXED USE PROJECT SO IT WILL CONSIST OF 15 HOUSING UNITS SECTION 8 IN PARTICULAR SO WE WENT OVER THE SECTION 8 PROGRAM OF HUD AND WHAT THAT ENTAILS AS PART OF THIS STUDY.

THIS PROJECT.

7 WOULD ALSO HAVE FIVE SHOPS AND ONE COMMUNITY CENTER.

THE INTENTION WAS TO CREATE AN URBAN VILLAGE.

THAT WOULD BE STARTING TO BECOME SELF-SUFFICIENT.

BOTH ARE WITHIN THE INDIO DOWNTOWN SPECIFIC PLAN AND EACH HAS ITS OWN CHALLENGES, ASSETS AND LIABILITIES.

BOTH ARE 1.2 ACRES AND THE DIMENSIONS ARE 150 FEET WIDE BY 350 FEET LONG.

THE PROGRAM THE BUILDING PROGRAM THEY HAD TO FOLLOW WAS FOR THESE 15 HOUSING UNITS TO CONSIST OF ONE OR TWO OR THREE BEDROOM UNITS AND THE SQUARE FOOTAGE WAS 800, 900 AND 1200.

PROPORTIONATELY.

SO THE PROPOSED MAXIMUM DENSITY WAS 12 UNITS PER ACRE.

BASED ON THE ORIGINAL RH ZONING FOR A MAXIMUM OF 15 AND 20% OF THAT WOULD BE ADA UNITS SO THREE WERE THE MINIMUM.

NOW AFTER WE LISTENED TO THE FORM BASE CODE AND UNDERSTOOD THAT NOW WE CAN GO AS HIGH AS 35 UNITS PER ACRE.

I MADE THE DECISION TO KEEP THE PROJECT LOW SCALE, SMALL BECAUSE THIS IS THE SECOND YEAR -- CLASS OF ARCHITECTURE AND I DIDN'T WANT TO MAKE IT TOO COMPLEX AND I ALSO WANTED IT TO BE MORE INCLUSIVE WITH A MIX USE ASPECTS OF IT.

IT HAD -- THE UNITS HAD TO HAVE 150 CUBIT FEET OF STORAGE IF ATTACHED.

IT WOULD HAVE PATIOS.

AND USABLE OPEN SPACE ON THE SIDE.

350 SQUARE FEET PER UNIT.

THE SHOPS WOULD BE 600 SQUARE FEET EACH AND THE COMMUNITY CENTER WOULD BE 5,000 SQUARE FEET AND IT WAS TO INCLUDE PARENTING CLASSES, COUNSELING ROOMS, MEDICAL OFFICE, A LAUNDRY ROOM, CHILDREN'S LIBRARY, COMPUTER AREA AND A MULTI-FUNCTIONAL SPEAKER SPACE.

AS WELL AS AN INDOOR AND OUTDOOR PLAY AREAS.

THE SET BACKS THAT WERE CONSIDERED FOR THIS PROJECT WOULD BE -- THERE WERE 10 FEET FRONT, SIDES AND REAR.

TWO FEET FOR COMMERCIAL AND ZERO AT THE ALLIES.

MAXIMUM HEIGHT 35 FEET.

AND THE PARKING RATIO WAS ONE-HALF SPACE FOR ONE BEDROOM UNIT AND TWO SPACES FOR THE TWO AND THREE BEDROOM UNITS AND FOR ADA PARKING THEY HAD TO HAVE FIVE EVEN THOUGH TWO WERE REQUIRED AND AGAIN WITH THE PARKING WE KNEW ABOUT THE FORM BASE CODE.

THERE WAS A LOT MORE FLEXIBLE.

BUT FOR THE PURPOSES OF THIS EXERCISE WE KEPT THESE PARAMETERS.

THEY WERE ALSO GOING TO HAVE COVERED CAR PARTS AND STREET PARKING AND BORROWED COD PARKING WAS GOING TO BE USED FOR VISITORS AS WELL AS FOR THE COMMERCIAL VERSION OF THE PROJECT.

FOR COVERAGE WE STAYED AT THE 50% REQUIRED BUT WE WERE WILLING TO ACCEPT LESS COVERAGE AS A RESULT OF THE CITY'S REDUCED COVERAGE UNDER THE NEW FORM BASE CODE.

SO, THAT IS JUST AN AERIAL VIEW.

SITE NUMBER ONE IS OFF OF CIVIC CENTER DRIVE.

AND ON THE SOUTH SIDE THAT IS -- AVENUE AND HAS AN ALLEY ON THE SIDE.

IT'S ACROSS THE MELINDA UNIVERSITY CHILDREN'S HEALTH CENTER AND SITE NUMBER TWO IS ACROSS FROM CITY HALL.

THE CORNER OF TOWN STREET AND BLISS AVENUE.

AND ADJACENT TO THE COLLEGE OF THE DESERT AND THE ONE THAT WILL BE EXPANDED.

THIS IS THE FUTURE CHILD CARE CENTER ON THE LEFT AND WE HAVE THE EYE PACK IS HERE AND THE VISITOR'S BUREAU IS ON THE RIGHT-HAND SIDE HERE ON THE NORTH SIDE.

AND MILES AVENUE PARK FURTHER WEST.

SO SITE NUMBER ONE LOCATED AT THE CORNER OF CIVIC CENTER DRIVE WITH ACCESS FROM THREE STREETS AND AN ALLEY.

AND WITHIN WALKING DISTANCE TO THE PROPOSED COD EXPANSION.

YOU CAN SEE THEM HERE AT THE NORTHWEST PORTION OF THE LOT.

YOU SEE SOME SHADOWS HERE.

THOSE WERE TO BE PRESERVED.

THEY ARE IN GOOD CONDITION AND THERE IS A CURRENT ABANDONED CHURCH AT THE SOUTHWEST CORNER OF THE SITE AND OUT OF THAT ONLY THE STONE WALLS OF THE CHURCH WERE TO BE PRESERVED.

ALSO THE PROJECT WAS TO ACKNOWLEDGE THE MURALS THAT ARE IN THE SURROUNDING AREA AND THE HISTORIC CONTEXT OF THE SITE.

THERE WERE ALSO SOME BOULDERS ALONG THE ALLEY THAT WERE ALSO TO BE REPURPOSED.

SO THAT GIVES YOU AN IDEA OF WHERE THOSE SITES ARE WITH REGARD TO THE DOWNTOWN SPECIFIC PLAN.

SITE NUMBER ONE AND IT PICKS UP AMOUNT THE NORTHWEST CORNER.

THE NEW CORRIDOR ACCESS THAT WOULD ACTUALLY DIAGONALLY HIT SITE NUMBER TWO AS THE NEW PEDESTRIAN PATH IS GOING TO BE DEVELOPED.

COD -- THE FUTURE COD EXPANSION IS IMMEDIATELY TO THE SOUTH OF SITE NUMBER TWO AND THE EXISTING COD BUILDING THAT WOULD BE RENOVATED IS RIGHT THERE.

AND THAT IS A BLOW UP OF THAT AREA HERE SHOWING SITE NUMBER ONE WHERE MY CURSOR IS AND THEN SITE NUMBER TWO RIGHT TO THE LEFT OF THE PROPOSED LIBRARY.

JUST GIVE YOU A FEEL FOR THESE SITES.

THEY ARE ALL FLAT.

THIS IS SITE NUMBER ONE WHICH HAS THESE MAJESTIC PALM TREES THAT ARE TO BE PRESERVED.

THIS IS THE SIDEWALK ACROSS FROM LOMA LINDA UNIVERSITY AND WE'RE AT THE ALLEY LOOKING NORTHWEST WITH A PORTION OF THE EXISTING ABANDONED CHURCH ON THE LEFT.

THAT IS THE LOMA LINDA UNIVERSITY CHILDREN'S HEALTH CENTER.

SOME OF THE BOULDERS THAT I WAS REFERRING TO EARLIER AND THIS IS THE CHURCH WITH THIS BEAUTIFUL STONE WALL THAT WE ARE TO PRESERVE.

AND THEN THIS MURAL IS IN CIVIC CENTER DRIVE.

IT'S A LITTLE BIT FURTHER EAST FROM THE SITE AND IT'S A MURAL OF THE OLD COACHELLA POUR DIVISION RELATED TO HOW THEY MAINTAINED POWER LINES AND STREET LAMPS AND THAT SORT OF THING.

SITE NUMBER TWO IS LOCATED AT THE CORNER OF TOWN STREET AND BLISS AVENUE.

AND IT ALSO INCLUDES A PORTION OF THE EXISTING PARKING LOT TO THE NORTH.

THE PRESERVATION OF WHICH WAS OPTIONAL BY THE WAY.

-- AND A FUTURE CHILD CARE DEVELOPMENT CENTER.

IT'S LOCATED DIRECTLY ACROSS FROM THE FUTURE COD BUILDING THAT WILL HOUSE CLASSROOMS. SCIENCE AND COMPUTER LABS AND A CAFETERIA.

-- RELATES TO THE FUTURE OF NEW AXIS OF CIVIC CENTER MALL AND THE FUTURE LIBRARY AND THE MUSIC FESTIVAL OFFICES AND COMMERCIALS ON MILES AVENUE AND AGAIN ACKNOWLEDGMENT HERE OF THE MURALS THAT ARE FURTHER DOWN ON TOWN STREET AND THE HISTORIC CONTEXT OF THE SITE.

AND WE DECIDED TO ELIMINATE TREES B AND C BECAUSE THEY ARE IN THE MIDDLE OF THE FIELD AND IT WAS INTERFERING WITH THE FLOW OF THE URBAN VILLAGE THAT WE WANTED SO WE DECIDED TO GO AHEAD AND REMOVE THOSE AND THEN DOWN HERE ITEM E IS WHAT WE THE CHURCH AND WE DECIDED TO REPURPOSE THAT WALL TO MAKE IT -- OUTSIDE STRUCTURE WITH SHADING AND JUST A PLACE FOR OUTDOOR GATHERING.

AND THEN HERE IS OUR SITE PLAN SO THE SITE COVERAGE IS ABOUT 33%.

THE TOTAL HEIGHT IS 25 FEET.

AND ON THE SECOND FLOOR ON THE LEFT WE HAVE THE SECOND ADA UNIT WHICH IS A LITTLE BIT LARGER CONSIDERING THE FACT THAT THERE IS SO MUCH SPACE ON THE TOP LEVEL BUT THE TRADE-OFF IS THAT ONE OF THE BEDROOMS IS NEXT TO A POCKET WHERE I WANTED TO HAVE AIR-CONDITIONING UNITS IN.

HAVING AC UNITS IN THE SUN IS NOT THE BEST THING TO DO AS OVER TIME YOU'LL SPEND MORE MONEY REPLACING UNITS AND IT WILL GENERATE MORE WASTE AND WASTE OF MONEY WHICH COULD BE USED SOMEWHERE ELSE.

SO THAT SHADE POCKET IS THERE FOR A REASON AND WE CAN CONTINUE ON.

THESE ARE OFFSET A LITTLE BIT TO ALLOW AN EASY TRANSITION OVER HERE TO THE OUTDOOR SEATING AREA AND OVER HERE ON THE RIGHT THIS IS OUR TRASH.

SO THAT WILL BE ACCESSED OFF OF THE ALLEY.

I WANTED TO NURTURE THAT SORT OF EDUCATIONAL AND PROGRESSING IN LIFE -- LIKE MOTIVATION FOR RESIDENTS LIVING THERE AS THERE ARE CLASSROOMS AND A COMPUTER LAB TO FURTHER AID IN THE EDUCATION OF THE RESIDENTS THAT CHOOSE TO USE IT AND I WANTED TO ENTREPRENEUR TOUR THAT MIND-SET.

WE ALSO HAVE A DAYCARE ON THE BOTTOM RIGHT SIDE WITH A SHARED MEALS AREA.

DAN HAD MENTIONED THE PLACEMENT OF AC UNITS IN A SHADED CORRIDOR SO THEY ARE NOT JUST PLACED ON THE ROOF.

A LOT OF TIMES THAT IS ONE OF THE STRUGGLES WE COME UP AGAINST IS HAVING LARGE MECHANICAL EQUIPMENT ON TOP OF THE ROOF THAT THEN REQUIRES SCREENING AND THAT OF BECOMES TRICKY ARCHITECTURALLY.

I THINK YOU GAVE A LOT OF CONSIDERATION TO THAT.

YOU LOOKED AT THE COMMUNITY THAT YOU WERE DESIGNING AND TRYING TO FIGURE OUT THE BEST WAY TO PROVIDE COMMUNITY INTERACTION.

WE HAVE A MIXED USE BUILDING WITH FIVE SHOPS AND THREE STUDIOS ON THE SECOND FLOOR AND WITH THE SIMILAR -- DISTRIBUTION WE PROPOSE A SECOND BUILDING WITH THREE SHOPS DOWNSTAIRS WITH 2001 BEDROOM UNITS.

AND FACING -- STREET.

THIS CONFIGURATION WILL ALLOW FOR AN OUTSIDE EATING AREA WITH TABLES.

ALL WILL BE CREATED WITH -- MULTIPLE TYPES.

SO THE STAIRWELL IN THE MIDDLE BREEZE WAY WILL HOUSE THE MAILBOXES FOR THE ENTIRE COMPLEX.

HERE RIGHT HERE IS THE SECOND LEVEL OF THE MAIN BUILDING.

WE ALSO HAVE SIX -- TWO OF BEDROOM UNITS AND THEIR ARE LOCATED OFF THE -- CORRIDOR AND THE PATIO SPACE TOWARD THE COURTYARD OF THE BUILDING.

POSSIBLY SOMETHING DARK LIKE NUMBER FOUR HERE SAMPLED.

AND THIS IS OF COURSE REPEATED THROUGHOUT THE SITE.

AS YOU SAW.

BUT MAINLY HERE YOU CAN SEE THE FRONT OF THE REC CENTER.

AND THIS IS A DETAIL OF THE PARKING STRUCTURE WHICH ALSO REPEATS THAT FACETED SORT OF PATTERN TO TIE IT TOGETHER BUT THE PANELS ABOVE THE PARKING STRUCTURE WOULD BE MIXED SOLAR PANELS AND WHITE MEMBRANE PANELS.

THE PILLARS WOULD BE THE SAME BRUSHED STEEL.

AND HERE IS SOME RENDERINGS.

FOR THE TWO BEDROOMS AROUND 1100 SQUARE FEET AND THE THREE BEDROOMS BETWEEN 1200 AND 1350.

THE MAXIMUM HEIGHT IS 34-FOOT AND NOTHING IS MORE THAN TWO STORIES AND PRETTY LOW DENSITY AS WELL.

SO THIS SITE FACES NORTH.

WHAT YOU'RE SEEING HERE IS THE CLUSTER OF HOUSING AT THE NORTH PART OF THE SITE.

THEY HAVE A STAND ALONE UNIT WHICH IS LIKE A PRIVATE RESIDENCE.

THAT WOULD BE EITHER FOR SALE OR RENT AND THEN THE REST ARE CLUSTERS ARE BUILDINGS THAT ARE A LONG THE NORTH SIDE AND THEN ANOTHER SEGMENT THAT FACES TOWN STREET.

BECAUSE THIS IS THE WEST FACING THE ALLEY.

THEY PURPOSELY PUT THE TRASH CLOSER ON THE WEST FACING THE ALLEY AND ALL OF THESE AUXILIARY ROOMS ON THE WEST SIDE AND THE MAINTENANCE ROOM.

IN THE REAL WORD OFTEN TIMES THE ARCHITECTS AND PLANNERS SOMETIMES ARE NOT KNOWN FOR GETTING ALONG AND SOMETIMES THAT PUTS US ON OPPOSITE ENDS OF THE TABLE BUT THE STUDENTS HAVE SHOWN REALLY GOOD SERIOUSNESS TOWARDS UNDERSTANDING WHAT THE CITY'S GOALS AND IDEAS WERE THAT WOULD IN A FUTURE JOB SETTING WHEN WE'RE SITTING ACROSS THE TABLE FROM THEM MEANING THAT WE UNDERSTAND THEIR INTEREST AND THEIR CLIENTS INTEREST AS WELL.

REALLY GREAT WORK AND EXCITING STUFF.

THE ONLY THING I WOULD ADD IS THAT ONE OF THE THINGS THAT IS GOING TO BE INTERESTING FOR OUR DOWNTOWN AND A LOT OF PROJECTION WERE IN AREAS WHERE THIS IS GOING TO BE INTERESTING IS WE HAVE THOSE PESKY OVERHEAD WIRES AND THEY WREAK HAVOC BECAUSE YOU HAVE TO SEE HOW TO DESIGN AROUND THEM OR IF THE CITY WILL PAY TO GET RID OF THEM.

SO WHEN THESE STUDENTS BIRTH UPON THE REAL WORLD AND ARE DOING GREAT PROJECTS.
