MAYOR HOLMES, MEMBERS OF THE COUNCIL, THANK YOU FOR HAVING ME EVEN IF IT'S VIRTUALLY.

GOOD SEEING EVERYBODY.

WITH ME IS TOM COX WHO WORKS FOR CVAG.

I'M GOING TO GIVE YOU AN UPDATE ON CVAG'S HOMELESS PROGRAM.

I'LL TRY SHARING MY SCREEN HERE.

I'LL GIVE YOU A LITTLE BACKGROUND ON HOW WE GOT TO WHERE WE ARE.

WE'LL TALK ABOUT THE HOUSING FIRST PROGRAM AND HOUSING WITHIN YOUR CITY AND WHERE WE'RE HEADED WITH THE PROGRAM NEXT.

THIS PART OF THE PROGRAM, YOU ARE WELL AWARE OF.

CVAG GOT INTO THE BUSINESS OF HOMELESSNESS BECAUSE OF LUPE ON YOUR CITY COUNCIL AND SHE AND OTHERS RECOGNIZED THERE'S A CONCENTRATION OF SUPPORT SERVICES AND HOMELESS PEOPLE NEAR THE COACHELLA AREA AND HEADING TOWARDS INDIO AND COACHELLA TO GET SERVICES.

THE CONCEPT FOR ROY'S WAS BORN UNDER THE LEADERSHIP OF LUPE AND JENNY FROM PALM SPRINGS AND OUR LATE MEMBER ROY WILSON.

JEWISH FAMILY SERVICES WAS DETAINED TO RUN THAT SHELTER FOR 8 OR 9 YEARS.

WE ALL HELPED THOUSANDS OF PEOPLE AT THAT SHELTER.

BUT WE HAD A BIT OF A CHALLENGE AND IT WAS RELATED TO TRANSPORTATION.

WE SPENT ABOUT A THIRD OF OUR PEOPLE MOVING PEOPLE BACK AND FORTH FROM THE NORTH SIDE OF I-10 INTO CATHEDRAL CITY INTO PALM SPRINGS.

IN 2017, FAMILY SERVICES SAID SO LONG, THEY DIDN'T WANT TO RUN THE PROGRAM ANYMORE AND AT THE SAME TIME, MAYOR HOLMES, YOU REMEMBER THE COUNTY SAID THEY WANTED TO USE THAT FACILITY FOR A LONG TERM MENTAL HEALTH FACILITY WHICH IS DESPERATELY NEEDED COUNTY WIDE AND NOW OPERATES WITH 90 BEDS.

SO 2017 WE CLOSED

THE DOOR TO ROY'S AND OPENED THE DOOR TO A NEW CONCEPT, AT LEAST TO ME, HOUSING FIRST.

THE HOUSING FIRST PROGRAM WAS OPERATED BY A CONTRACTOR OF OURS, PATH OF LIFE MINISTRIES OUT OF RIVERSIDE AND IT WAS SHAPED IN MANY WAYS BY A REPORT THAT BARBARA POPPY HAD DONE FOR THE DESERT HEALTHCARE DISTRICT.

WHAT IS HOUSING FIRST? WHETHER YOU'RE CHRONICALLY HOMELESS, RELATIVELY NEW ON THE TREATS BECAUSE OF AN UNFORTUNATE ACCIDENT OR YOU LOST YOUR JOB OR PERHAPS YOU'RE A FAMILY OR A WOMAN IN NEED, THE CONCEPT IS TO PUT YOU UNDER A ROOF FIRST AND FOREMOST AND THEN SURROUND YOU WITH SUPPORT SERVICES, WHETHER IT'S HELP WITH JOBS OR IDENTIFICATION, HELP WITH DRUG AND ALCOHOL ABUSE, ADDRESSING YOUR MENTAL HEALTH NEEDS, OR EVEN ADDRESSING YOUR CRIMINAL HISTORY AND YOUR BACKGROUND.

WHEN YOU THINK ABOUT WHAT WE DID AT ROY'S, IT'S KIND OF THE OPPOSITE.

WE SAID IF YOU HAD MAJOR DRUG PROBLEMS, NO, YOU WOULDN'T BE ALLOWED IN.

OR IF YOU HAD MAYOR MENTAL HEALTH PROBLEMS, WE ALSO DIDN'T LET YOU IN AND CERTAINLY IF YOU HAD A VIOLENT PAST, WE DIDN'T WANT YOU TO BE IN AND CLOSE BY THE WOMEN, CHILDREN, OR FOR THAT MATTER ANYBODY ELSE.

SO IN OUR SHELTER, AND I THINK THIS IS PROBABLY SIMILAR TO SHELTERS ACROSS OUR NATION, WE DID A GREAT JOB WITH FAMILIES AND WOMEN, THOSE RELATIVELY NEWLY HOMELESS BUT NOT THE CHRONICALLY HOMELESS.

FRANKLY, EVEN IF WE SAID YES TO THE CHRONICALLY HOMELESS, THEY DON'T OFTEN TIMES WANT TO BE A SHELTER.

IT'S THIS CHRONICALLY HOMELESS THAT YOUR POLICE DEPARTMENT HAS SPENT SO MUCH TIME AND ENERGY ADDRESSING, THE HOSPITALS ARE CERTAINLY AFFECTED BY, THEIR EMERGENCY ROOMS ARE HIT BY CHRONICALLY HOMELESS FOLKS NEEDING THEM JUST FOR MINOR INJURIES AND, OF COURSE, COMMERCIAL AREAS.

COMMERCIAL BUSINESS OWNERS ARE CONC CHRONICALLY HOMELESS BUT WE WERE NOT HELPING SIGNIFICANTLY IN A PLACE LIKE ROY'S.

I PUT THIS UP OF YOUR COLLEAGUE BUT IT COULD BE ANY ONE OF YOU THAT GET COMPLAINTS FROM DOWNTOWN BUSINESS OWNERS ABOUT HOMELESSNESS.

THIS YEAR WE STARTED CV200, THE AGREEMENT WITH PATH OF LIFE MINISTRIES ENDED AT THE END OF 2020 AND WE STARTED AN IN-HOUSE PROGRAM AT CVAG, LEAD BY TOM COX.

TOM'S FIRST JOB WAS TO GO AND DEPARTMENTS TO COMPILE A LIST OF WHAT WE THOUGHT WAS 100 HOMELESS PEOPLE TO GET OFF THE YEAR THIS YEAR.

THE CONTINUES TO GROW.

WE STILL CALL IT CV200 AND WE START WITH 200 NAMES AS OF JANUARY 1ST.

I WILL INTRODUCE YOU VIRTUALLY TO THE TEAM, ANYSE SMITH AND STEPHANIE AND IVAN WORK FOR TOM.

RESULTS AFTER 40 DAYS.

WE CHARACTERIZE THE RESULTS IN TWO WAYS, ONE SED OF RESULTS RELATE TO A RAPID RESOLUTION.

SOMEONE MAY BE ON THE STREET EVEN FOR YEARS BECAUSE THEY COULDN'T AFFORD FIRST AND LAST MONTH'S RENT OR PERHAPS THE CAR THEY WERE LIVING IN BROKE DOWN AND THEY COULDN'T GET IT FIXED.

THESE ARE RELATIVELY EASY AND FAST WAYS TO GET SOMEONE OFF THE STREETS.

TOM COX, CAN YOU SHARE THIS WOMAN'S STORY?

SHE WAS LIVING IN HER CAR FOR THREE YEAR REPOSSESSED.

SHE WAS UNABLE TO MAKE HER CAR PAYMENT.

SHE'S ON A FIXED INCOME.

SO WE USED RAPID RESOLUTION FUNDING TO HELP HER GET HER CAR BACK, PAY A DEPOSIT AND HER FIRST MONTH'S RENT AND NOW P LIVES IN HER SENIOR LOW INCOME APARTMENT.

SHE'S BEEN THERE FOR OVER A MONTH.

>> T PEOPLE OFF THE STREETS IS THROUGH CRISIS STABILIZATION UNITS.

IF YOU REMEMBER THAT CONCEPT OF HOUSING FIRST, WE SAY TO THOSE ON THE STREETS, WE HAVE A PLACE THAT YOU CAN LIVE, NO CONDITIONS, NO QUESTIONS ASKED, YOU CAN BRING YOUR PETS, PARTNERS AND YOUR PROPERTY AND LIVE THERE FOR 30 OR 60 OR 90 DAYS.

THAT PROGRAM IS ALREADY WORKING.

WE HAVE TAKEN FOLKS ON THE CV200 LIST AND 167 OF THEM HAVE MOVED IN AND OUT OF CRISIS STABILIZATION UNITS, THAT ARE REALLY APARTMENTS, AND INTO PERMANENT HOUSING.

TOM, CAN YOU EXPLAIN THIS GENTLEMAN'S STORY?

>> THIS IS H, HE'S A VETERAN AND HE WAS HOMELESS FOR 40 YEARS.

WE PLACED HIM IN A CRISIS STABILIZATION UNIT AND OUR CASE MANAGEMENT GOT HIS NECESSARY VETERAN PAPERWORK FINALIZED AND NOW H ALSO LIVES IN A LOW INCOME SENIOR APARTMENT AS OF LAST MONTH.

>> A CATEGORY, ONE OF THE PEOPLE WE HELPED OFF THE STREETS AND INTO ONE OF OUR CRISIS STABILIZATION UNITS AND WAS ON THEIR WAY TO PERMANENT HOUSING DIED AND THIS JUST UNDERSCORES THAT THE SOONER WE CAN GET THESE PEOPLE OFF THE STREET, THE BETTER.

SOME OF THEM HAVE DIRE HEALTH ISSUES.

SO IN THE FIRST 40 DAYS OF THE PROGRAM, 20 OF THE 200 ON OUR LIST WERE HELPED OFF THE STREETS AND INTO PERMANENT HOUSING OR WHAT'S CALLED A SUCCESSFUL EXIT.

IT'S A BIG DEAL.

YEAH.

NEXT, I WANTED TO EXPLAIN.

THIS WAS HELPFUL FOR ME AND HOPEFULLY IT'S HELPFUL FOR YOU.

MAYOR HOLMES AND LUPE CERTAINLY HORDE OVER THE YEARS A DEBATE BETWEEN SHELTERS AND HOUSING FIRST.

IT REALLY ISN'T ONE OR THE OTHER, IT'S BOTH.

WE KNOW THAT SHELTERS DO A GREAT JOB OF ADDRESSING THE NEEDS OF THE NEWLY HOMELESS, WOMEN, CHILDREN, BUT PERHAPS NOT SO MUCH THE CHRONICALLY HOMELESS AND THAT'S WHERE OUR HOUSING FIRST PROGRAM COMES IN.

WHEN YOU COMPARE THE TWO TYPES OF PROGRAMS, I'LL BE FRANK WITH YOU.

WE'RE NOT GOING TO HELP THAT MANY PEOPLE.

OFF THE 200 LIST, WE HOPE TO GET 80 OR 90 OF THOSE OFF THE STREETS THIS YEAR.

THE SHELTERS WILL TOUCH THE LIVES OF PERHAPS THOUSANDS OF PEOPLE WITH SHOWERS AND MEALS AND A GOOD NIGHT'S SLEEP.

OF COURSE BUDGETS ARE A LITTLE DIFFERENT, TOO.

OUR PROGRAM, CALL IT A MILLION DOLLARS A YEAR OR SOMETHING UNDER THAT.

THE SHELTERS HAVE BUDGETS THAT ARE SEVERAL TIMES THAT, EACH OF THEM.

THE COST PER CLIENT IS A LITTLE DIFFERENT.

I HATE TO SAY IT BUT OUR PROGRAM IS EXPENSIVE, PUTTING ONE CHRONICALLY HOMELESS PERSON INTO AN APARTMENT AND THEN WRAPPING THEM WITH SERVICES FOR 30 OR 90 DAYS IS FAR MORE EXPENSIVE PER PERSON THAN THE TYPE OF SHELTER OPERATION WE OPERATED AND THOSE PROBABLY IN YOUR CITY.

BUT TO REMIND YOU WHO WE'RE DEALING WITH, THE COST TO SOCIETY OF THE CHRONICALLY HOMELESS.

THERE'S A TERM THERE CALLED FREQUENT FLIERS.

THOSE THAT ARE IN THE EMERGENCY ROOM OFTEN, THOSE THAT YOUR POLICE DEPARTMENT HAS TO ADDRESS ALL THE TIME, THOSE THAT YOUR EMERGENCY SERVICES AND CODE ADDRESSING.

THE CHRONICALLY HOMELESS ARE THE ONES THAT YOU ALL RECEIVE THE MOST COMPLAINTS ABOUT.

THEY'RE THE ONES THAT ARE COSTING SOCIETY THE MOST.

WHEN THE DESERT SUN COMPARED OUR PROGRAM TO SHELTER PROGRAMS A COUPLE OF YEARS AGO, THEY FOUND THAT SHELTERS CERTAINLY DO AFFECT A LOT OF PEOPLE BUT VERY FEW PEOPLE GOING INTO CERTAINLY OTHERS LEAVE A SHELTER AND INTO PERMANENT HOUSING.

OUR SUCCESSFUL EXITS WERE ABOUT 5% AND THAT'S TYPICAL IN THAT BUSINESS.

ON THE OTHER HAND, EVEN THOUGH IT'S INTENSIVE AND EXPENSIVE, IT'S SUCCESSFUL.

WHEN YOU WRAP AROUND A SERVICE TO SOMEBODY IN AN APARTMENT, 65% OF THEM END UP IN A PERMANENT, SUCCESSFUL PLACE.

WHERE WE'RE HEADED NEXT, WE'RE GOING TO BUILD ON THE EFFORTS OF THE FIRST 40 DAYS.

WE'RE GOING TO TAKE THESE 20, NOW 22 STABILIZATION UNITS, KEEP THEM FILLED, ROTATE PEOPLE IN AND OUT.

HE HAS A VOUCHER SO WE'RE WORKING ON SOME HOUSING FOR HIM AND WITH MORE TO BE DETERMINED AND WILL BE HOUSED VERY SOON.

>> THIS IS A MARRIED COUPLE LIVING IN THEIR CAR IN INDIO.

ONE OF THEM IS WORKING.

THEY'RE IN A CRISIS STABILIZATION UNIT.

WE WERE ABLE TO GET ONE OF THEM A CAR.

ONE IS CLOSE TO GETTING EMPLOYED AS WELL.

WE HAVE STARTED THEIR HOUSING SEARCH AND PROVIDING THEM WITH LANDLORD CONNECTIONS AND HOPEFULLY MORE TO BE DETERMINED THAT THEY WILL BE HOUSED VERY SHORTLY.

>> S MOVE OUT OF OUR UNITS, WE MOVE MORE PEOPLE IN.

AND WE HAVE A SMALL GRANT FROM THE COUNTY, $250,000 TO TAKE THIS, A SHUTTLE THAT WE OWNED WHEN WE RAN IT FOR ROY'S AND CONVERTED IT TO A MOBILE ACCESS CENTER AND HIRED TWO FULL TIME EMPLOYEES TO OPERATE THAT.

AS YOU CAN IMAGINE, RUNNING A HOMELESS PROGRAM SITTING IN MY OFFICE AS I AM IN PALM DESERT ISN'T THE WAY TO DO IT.

TOM AND HIS CREW ARE OUT ON THE STREET BUT THEY'RE OFTEN IN A CENTER IN PALM SPRINGS.

WE WANT TO GET THEM OUT THROUGH THE USE OF A MOBILE ACCESS CENTER.

WE'RE ALSO WORKING WITH THE DESERT HEALTHCARE DISTRICT.

WE KNOW HOMELESS HAVE A MAJOR IMPACT WITH OUR EMERGENCY ROOMS AND WE'RE IN CONTACT WITH THE HOSPITALS.

THEY CAN'T PROVIDE US A BY NAME LIST LIKE THE POLICE AND SHERIFFS CAN BECAUSE OF PRIVACY CONCERNS BUT WE CAN WORK WITH THEM ON DISC INCREASING RAPID RESOLUTION, THE EASY WAYS TO GET THEM INTO A PERMANENT PLACE OR IMPROVE RESPITE CARE.

SO BUILD ON EARLY SUCCESS, CONTINUE TO SEEK AND GET THE CITY AND COUNTY CONTRIBUTIONS.

THE COUNTY CONTINUES TO SUPPORT.

IMPLEMENT THE GRANT, EXPAND AND TARGET OUR EMERGENCY ROOM PROGRAM WORKING WITH THE HOSPITALS AND WE HAVE A PROPOSAL BEFORE THE DESERT HEALTHCARE DISTRICT WHERE THEY MAY FUND $500,000, A MATCHING PROGRAM TO WHAT WE'RE DOING.

IT'S BEEN EASY ALONG THE WAY.

AS ALL OF YOU KNOW, THIS IS NOT A PROBLEM THAT'S GOING TO GO AWAY WITH A MAGIC WAND AND ALL THE THINGS WE HAVE BEEN DOING HAVE BEEN SUCCESSFUL IN THEIR OWN WAY.

I THINK THE HOUSING FIRST PROGRAM NOW WITH THE CVAG STAFF WILL TARGET IN WAYS THAT ARE REALLY IMPORTANT TO YOUR POLICE AND EMERGENCY STAFF AND CODE ENFORCEMENT.

AS OUR CHAIRMAN AT CVAG KNOWS, MR. GLENN MILLER, WE HAVE SUPPORT TO EXPAND THIS PROGRAM AND HAVE A GREAT 2021.

WE COME ALONGSIDE OF THEM AND SOMETIMES IT'S JUST GETTING THEM USED TO HAVING A ROOF OVER THEIR HEAD, TAKING A SHOWER, EVEN JUST USING AN INSIDE BATHROOM BUT ALSO HOW TO BE A GOOD NEIGHBOR AND HOW TO ADJUST TO DIFFERENT THINGS LIKE MAYBE INCREASING THEIR INCOME THROUGH WORK OR A BUDGET.

SO THEY MIGHT NEED NECESSARY PAPER WORK, SO WE'RE JUST COMING ALONGSIDE AND HELPING THEM WITH WHAT THEY WANT.

SOMETIMES WE HIT A ROADBLOCK AND WE HAVE TO ENCOURAGE THEM BUT FOR THE MOST PART, EVERYBODY THAT WE'RE WORKING WITH SEEMS TO BE VERY GRATEFUL AND THANKFUL FOR THE DIGNITY THAT WE'RE GIVING BACK TO THEM.

WHEN THE BANKRUPTCY COURT DENIED IT IN NOVEMBER WE WERE TO THE ABLE TO EXPEND THOSE FUNDS.

LUCKILY THE COUNTY, YOU HAVE TO KEEP THE PORTION OF THE STATE MONEY AND BASICALLY PURCHASE 107 NEW UNITS IN MOUNTAIN VIEW THIS THE EAST VALLEY.

THE COUNTY WORKED WITH THE CITY OF PALM SPRINGS TO HELP FUND IN CONJUNCTION WITH SOME OF THE FUNDING FOR PALM SPRINGS THREE AFFORDABLE HOUSING UNIT PROJECTS THAT ARE READY TO BREAK GROUND AND MEAT UP FOR THOSE PERMITS FOR THE HOUSING UNITS.

PALM SPRINGS STILL HAS A POT OF MONEY LEFT SO WE'RE IN DISCUSSIONS WITH PRIVATE PHILANTHROPY AS WELL AS THE CITY AND THE COUNTY.

WE HAVE BEEN DOING THIS WORK SINCE JUNE OF LAST YEAR AND WE EXPECT TO DO THIS THROUGH THIS YEAR, SUPPORTED BY THE COUN ALLOCATION FROM THE FUNDING FROM THE U.S.

WE DON'T HAVE TO TELL YOU THIS IS A VERY BIG, LOFTY GOAL AND ONE THAT WILL REQUIRE US TO SHIFT FROM BUSINESS AS USUAL INTO REIMAGINING WHAT SOLUTIONS ARE.

WE KNOW THAT BUSINESS AS USUAL IS ONLY YIELDING ABOUT 59 UNITS PER YEAR WHEN WE REALLY NEED A THOUSAND A YEAR TO EVEN MAKE A DENT.

SO T SUMMARY OF WHAT THE PLEDGE IS AND IT'S ESSENTIALLY SAYING THAT WE AS AN ORGANIZATION OR A CITY SUPPORT THIS REGIONAL COORDINATED EFFORT TO ADDRESS THE ROOT CAUSE ISSUES DRIVING POVERTY AND INEQUALITY IN THE COACHELLA VALLEY AND SUPPORT THESE FOUR WAYS WE'RE DOING IT.

THE THIRD IS DRIVING THIS INVESTMENT VEHICLE AND FINALLY THE MOBILITY WORK THAT WE'RE IN.

SO I THINK IT'S IMPORTANT TO ADOPT A RESOLUTION TO CONDEMN RACISM AND VIOLENCE SPECIFICALLY TOWARD ASIAN AMERICANS AS WE HAVE SEEN DEROGATORY COMMENTS AND ACTS OF VIOLENCE.

44% OF REPORTS ARE COMING FROM THE STATE OF CALIFORNIA.

I PROVIDED LANG RESOLUTION FOR COUNCIL MEMBERS TO SISTER FOR SUPPORT IN TEXT ONE THAT THE CITY OF INDIO WILL NOT TOLE [INAUDIBLE] URGES RESIDENTS TO JOIN IN CALLING ATTENTION TO THESE HARMS AND DENOUNCING HATE TO HELP KEEP US ALL SAFE DURING THIS PANDEMIC AND BEYOND.

THE SECOND IS F SUPPLEMENTAL WATER SO WE CAN CONTINUE TO HAVE A WATER SUPPLY OVER THE NEXT 30 YEARS AND FURTHER.

AND THE LAST ONE IS THE DEVELOPMENT IMPACT FEE, VERY SPECIFIC TO NEW DEVELOPMENT WITH RESPECT TO THE INFRASTRUCTURE REQUIREMENTS, PARTICULARLY BECAUSE A LOT OF THIS DEVELOPMENT IS IN NEW, RAW LAND AREAS.

THERE'S NO BACKBONE SYSTEM AND INFRASTRUCTURE TO FACILITATE THAT.

STARTING WITH THE FIRST FUND, THE WATER CAPITAL, WE HAVE ENCUMBERED $1 MILLION OF THE $1.35 MILLION.

THE MILES PIPELINE IS REALLY A LOOP SYSTEM LOCATED AT THE INTERSECTION OF JEFFERSON AND MILES AND AS YOU CAN IMAGINE, THAT'S A BORDER OF THE INDIO BOUNDARY AND FOR THAT REASON, WE DO N INFRASTRUCTURE TO PROVIDE THAT LOOPING, THE FIRE PROTECTION SO THAT'S A PROJECT WE'RE AT 95% SO WE'RE RIGHT ON TRACK.

THAT, AGAIN, IS MULTIYEAR SO WE'RE ONLY DOING THE CONDITION ASSESSMENT AND WHAT THAT MEANS IS HOW DO WE SPEND THE $5.5 MILLION? DO WE.

REPLACE THE FACILITY OR TAKE A LOOK AT WHAT'S THE USEFUL LIFE REMAINING SO WE CAN SCHEDULE THE DEPLOYMENT OF THE $5.5 MILLION.

THE WELL REHAB PROGRAM, THAT'S IN BOLD BECAUSE THAT CONSTRUCTION AND THAT'S THE ONLY PROJECT WE INTENDED TO CONSTRUCTION AND WE'RE SUCCESSFULLY CONSTRUCTING THAT AS WE SPEAK.

ANOTHER PROJECT IS THE WESTWARD HO PIPELINE.

THAT'S A PROJECT THAT CROSSES THE CHANNEL RIGHT AT OUR PLANT FOUR INFRASTRUCTURE FACILITY AND THAT'S A PROJECT THAT BACK IN FEBRUARY 2019 THERE'S A TEN-INCH PIPELINE UNCOVERED BY THAT STORM AND IT'S A CRITICAL PART WHERE NOT ONLY IS TO PIPE A LITTLE SMALL WHICH WE MODELS BUT IF THE NEXT STORM COMES, IT COULD BREAK.

DRILLING A WELL NOW COSTS ANYWHERE FROM $3.5 MILLION TO $4 MILLION BUT BY DOING THIS EXERCISE, WE'RE LOOKING AT PROLONGING THE LIFE OF A WELL BY ABOUT 20 YEARS.

THIS MEANS WE REMOVED THE COLUMNS AND THE PUMP AND ON THE FAR LEFT PICTURE THERE, YOU WILL SEE WHAT APPEARS TO BE PLANTS COMING OUT OF A PIPE BUT THAT'S SCRUBBERS.

THE MOST FUNDAMENTAL WAY I CAN LOOK AT THAT IS LIKE SCRUBBING [INDISCERNIBLE] THAT'S THE SIMPLEST WAY I CAN DESCRIBE WHAT WE'RE DOING.

WE FOUND THAT SPREADING IS VERY DIFFICULT BECAUSE THE LIGHT TAN COLORED ITEM THERE, THE AQUITARD, IS DIFFICULT TO GET THROUGH.

PHASE ONE IS THE DRILLING, THE DESIGN OF DRILLING AND ALSO THE DRILLING AND PHASE TWO IS THE EQUIPPING OF THE FACI DRILLING.

WE DECIDED TO PAUSE AND CONDUCT A SITING STUDY AND THE REASON FOR THAT IS OUR CHROMIUM SIX THAT WAS REVOKED IS COMING BACK.

THERE ARE TWO WATER FACILITIES THAT WE ADD AND THAT'S BOE-DEL HEIGHTS AND WALLER TRACT AND THESE SITES ARE IN RESIDENTIAL NEIGHBORHOODS SO WE WANT TO MAKE SURE IT LOOKS PRESENTABLE AND PROTECTS OUR FACILITIES IN PLACE.

FACILITY PROTECTION, THAT'S THE BLOCK WALL AND FENCING PROJECTS, THE ROOFING PROJECTS AND THE HYDRANT REPLACEMENT TEAMS AND, AGAIN, MIGUEL'S TEAM HAS BEEN GREAT IN THAT.

WE'RE VERY HAPPY TO HAVE THIS BEFORE YOU AND AS THE CITY ATTORNEY INDICATED, THIS GOT CAUGHT UP NOT ONLY BETWEEN A CONFLICT BETWEEN THE ZONING CODE AND THE COMMISSION PLAN BUT THE PROJECT WAS BEING FILED AT THE TIME THE GENERAL PLAN WAS AMENDED AND WAS FILED AT HALF ACRE LOTS, BUT THEN IT ALL GOT MESSED UP AND WE REDESIGNED IT TO MEET THE GENERAL PLAN.

WE DON'T WANT TO HAVE ANY FURTHER DELAYS TO THIS PROJECT.

WE REALLY NEED TO HIT THE GROUND RUNNING AND WE WANT TO GET STARTED ON THE CONSTRUCTION OF THE SITE, HOWEVER, WE'RE NOT ADVERSE TO IF THERE'S AN INTERPRETATION THAT ALLOWS FOR A 35-ACRE PROJECT FOR 35 UNITS WE'RE NOT OPPOSED TO LOOKING AT AMENDING THIS DOWN THE ROAD.

IT'S NOT OUR FIRST CHOICE OF PLAN, OUR FIRST CHOICE WAS TO HAVE HIGHER DENSITY ON THIS PROJ PROHIBITED BY STAFF DIRECTION AND THAT'S HOW WE CAME TO THIS POINT.

WITH REGARD TO THE QUESTION COUNCIL MEMBER ORTIZ ON THE GATED COMMUNITY, THERE ARE A COUPLE OF POINTS TO NOTE ON THIS LOCATION.

NUMBER ONE, IT'S IN THE FAR NORTH PART OF THE CITY AND THERE'S JUST NOT A LOT AROUND IT SO WE'RE DEALING WITH SOME OF THOSE ELEMENTS AND NUMBER TWO, IT IS AN EQUESTRIAN COMMUNITY WITH MANY SHARED FACILITIES, SO WE DON'T REALLY WANT A LOT OF TRAFFIC THAT'S NOT SPECIFIC TO THAT COMMUNITY GOING IN AND OUT OF THERE BECAUSE YOU HAVE YOUR CORRAL AND YOUR HORSE FACILITIES ALL SHARED FOR THE ENTIRE NEIGHBORHOOD SO WE WANT TO BE ABLE TO CONTROL THE TRAFFIC GOING IN AND OUT FOR THIS TYPE OF USE.

THAT'S WHY WE THOUGHT IT WAS APPROPRIATE TO HAVE A GATED COMMUNITY IN THIS INSTANCE.
