SO THE PROJECT SITE IS LOCATED AT THE WEST CORNER OF VARNER ROAD AND FIFTIES WAY AND I'M SURE MOST OF YOU ARE FAMILIAR THAT THIS WILL BE ALONG THAT AUTO MALL CENTER RIGHT ON VARNER ROAD AREA.

AND IT'S RIGHT NEXT TO THE AUTO, TOYOTA USED SALES CAR DEALERSHIP.

IT'S GOING TO ENCOMPASS -- IT'S GOING TO BE WITHIN A 3.5 ACRES LOT, AND IT IS -- BE THE ZONING DESIGNATION FOR THIS SITE IS BUSINESS PARK WITH A REGIONAL COMMERCIAL DESIGNATION FROM THE GENERAL PLAN.

AND I WOULD ALSO LIKE TO HIGHLIGHT THAT THIS WOULD BE THE EDGE OVER CITY.

THIS IS OUR BOUNDARY LINE.

SO WE ARE BORDERING AT THREE OF OUR SIDES, WHICH UNDER THE RIVERSIDE COUNTY JURISDICTION.

TO THE NORTH OF THIS PROPERTY IS THE SUN CITY/PALM DESERT COMMUNITY, AND RIGHT BELOW THE WEST AREA IS THE COMMUNITY SHOPPING CENTER, WHICH MOST OF YOU ARE ALSO FAMILIAR WITH.

SO THE SITE PLAN SHOWS THE CAR DEALERSHIP, FIESTA KIA CENTRALLY LOCATED AT THE SITE.

THIS IS GOING TO BE A 25,000 SQUARE FOOT FACILITY WITH AN ASSOCIATED EMPLOYEE PARKING, AUTO DISPLAY, AS WELL AS CUSTOMER PARKING.

IT WILL ALSO HAVE ITS SERVICE AREA FOR REPAIRS AND SUCH THAT WILL BE HOUSED HERE IN THE REAR PORTION OF THE BUILDING, AND ITS ASSOCIATED CAR WASH ONLY FOR THE DEALERSHIP PURPOSES AND NOT OPEN TO THE PUBLIC, AS WELL AS THEIR ASSOCIATED LANDSCAPING AS WELL AS CAR DISPLAY FOR SALES PURPOSES.

THE ACCESS WILL BE FRONTING -- THE MAIN ACCESS WILL BE FRONTING ALONG VARNER ROAD AND THERE WILL ALSO BE ACCESS LOOK FIFTIES WAY.

FOR THE FLOOR PLAN OF THE BUILDING, FRONTING VARNER ROAD WOULD BE THE SERVICE.

RECEPTION AND SERVICE AREA WILL BE RIGHT AT THE WEST PORTION OF THE BUILDING THAT WILL THEN GO INTO THE SERVICE GARAGE FOR REPAIRS IN THE CAR WASH PORTION.

AND THEN THERE WILL BE A SECOND FLOOR.

THE SECOND FLOOR IS A LIMITED SIZE THAT WILL ONLY HOUSE ADMINISTRATION PURPOSES AS WELL AS CONFERENCE ROOM AND GREAT ROOM AS WELL AS JUST A BATHROOM, AND THERE WILL ALSO BE A MEZZANINE RIGHT THERE.

SO IT WOULDN'T ENCOMPASS THE ENTIRE FIRST FLOOR OF THE BUILDING.

FOR THE ELEVATIONS, AND I'LL JUST KIND OF WALK YOU THROUGH THIS COLOR COORDINATED AND WE'LL START FROM VARNER -- OR YOU CAN START FROM VARNER AVENUE, WHICH IS THE BLUE PORTION, AND THIS IS REALLY WHERE THE FRONTAGE OF THE BUILDING

THE REAR PORTION, THE BACK END AREA WILL BE THE SERVICE AREA AND WILL HAVE THESE GARAGE DOORS.

AND IT WILL MOSTLY BE BLOCKS, CMU MATERIAL.

TO THE EAST PORTION, AND THIS WOULD BE ALONG THE FIFTIES WAY, AND IT WILL MOSTLY, YOU KNOW, STILL BE AT THE SERVICE AREA HERE IN THE BACK, AND THE DELIVERY PICKUP AREA WILL BE RIGHT ON THIS PORTION AS WELL.

AND THERE WILL BE -- THE DESIGN WILL KIND OF WRAP AROUND WITH THE GLASS AND THE METAL, THE METAL PIECES THAT WILL KIND OF CHANGE UP THE MATERIAL AND THE COLOR OF THE BUILDING AS YOU CAN SEE LATER ON.

AND THEN ON THE WEST PORTION, WHICH IS GOING TO BE -- GOING TO BE VACANT LOT FOR NOW, AND THAT WILL BE -- THIS IS GOING TO BE WHERE YOU'RE GOING TO BE PULLING UP TO SERVICE YOUR CAR TO KIND OF CHECK YOU IN.

AND THEN THIS WILL BE THE SERVICE AREA BACK HERE FOR REPAIRS.

AND SO JUST TO KIND OF SHOW YOU THE RENDERING OF THIS FACILITY OR THIS BUILDING, SO WE CAN JUST COLOR COORDINATED HERE FROM VARNER ROAD, AS YOU ARE SEEING IT FROM THE FRONT, THIS WOULD BE WHAT YOU WILL SEE AS YOU DRIVE UP OR PASS BY THERE.

AND IT WILL BE THE GLASS AS WELL AS A METAL PANELS AND THEY WILL BE WHITE METAL PANELS.

IT A MODERN STYLE BUILDING.

AND THEN THAT COLOR CHANGE WILL THEN BE CONTRASTED WITH THE GRAY COOL TONE, MASONRY WALLS, AND AWNINGS WILL OBVIOUSLY COVER MOST OF THE GLASS PORTION OF THE BUILDING.

SO THIS IS KIND OF MOSTLY WHAT YOU SEE AT THE FRONTAGE, AND THIS WOULD BE ON THE SIDE, WHICH IS ON FIFTIES WAY.

AND THEN YOU CAN SEE THERE DEFINITELY THE DIFFERENTIATION OF THE BUILDING AS WELL AS THE BACK CORNER HERE, AND HERE IS THE CAR WASH WAS AB MENTIONED BEFORE, ALSO WILL BE BACK THERE.

THE BACK OF HOUSE, THE REAR BACK OF THE BUILDING AND THE CAR WASH RIGHT HERE, ACCESS TO THE SERVICE AREA, AND THEN A VIEW FROM THE VACANT LOT TO THE WEST SIDE OF THE PROPERTY HERE.

AND THIS IS THE PROPOSED LANDSCAPE PLAN SUBMITTED.

AND SO IT WILL DEFINITELY INCORPORATE DESERT, DROUGHT TOLERANT LANDSCAPE PALETTE THROUGHOUT THE PERIMETER OF THE SITE.

AND, OF COURSE, THE PALMS WILL BE INCLUDED AS PART OF THAT.

AND EVEN IN THE INTERIOR PORTION OF THE PROJECT SITE, THEY WILL ALSO INCORPORATE THAT, ESPECIALLY IN THE DISPLAY AREAS.

AND SO THE RECOMMENDATION FOR YOU TONIGHT IS TO ADOPT RESOLUTION 1944 FOR THE ENVIRONMENTAL ASSESSMENT MITIGATED NEGATIVE DECLARATION AND MITIGATION MONITORING AND REPORTING PROGRAM FOR THE ENTIRE SITE, AND THE FIESTA KIA DEALERSHIP WOULD BE PHASE I OF THIS ENTIRE PROJECT.

ALSO TO ADOPT RESOLUTION NUMBER 1995 FOR THE CONDITIONAL USE PERMIT TO ALLOW NEW CAR DEALERSHIP USE IN THE BUSINESS PARK ZONE DISTRICT.

AND THEN RESOLUTION NUMBER 1996 TO APPROVE DESIGN REVIEW 20-11-481 FOR THE SITE DESIGN INCLUDING THE SITE CIRCULATION, PARKING, BUILD ARCHITECTURE AND LANDSCAPING FOR THE NEW CAR DEALERSHIP FIESTA KIA.

THE OWNER IS HERE TO ANSWER ANY QUESTIONS AS WELL AS MYSELF, STAFF, WILL BE HERE TO ANSWER ANY OF YOUR QUESTIONS.

>> NIKKI GOMEZ: SINCE THIS IS REVIEWED, BOTH PHASE I AND PHASE II IS REVIEWED FOR THE ENVIRONMENTAL ASSESSMENT SO THAT WE COMPLY WITH CEQA.

THE PHASE II WILL APPEAR BEFORE YOU ON A SEPARATE ENTITLEMENT.

>> COMMISSIONER FRANZ: SO THERE WILL BE A WHOLE DESIGN REVIEW, ET CETERA, ET CETERA, THAT'LL COME SOMEWHERE DOWN THE ROAD.

ALTHOUGH THEY HAVE PROPOSED AS PART OF THE ENVIRONMENTAL ASSESSMENT THAT THERE WILL BE A DRIVE-THROUGH RETAIL PROPOSAL NOR THAT, BUT THAT WILL COME BEFORE YOU IN A SEPARATE DESIGN REVIEW ENTITLEMENT ALTOGETHER.

SO TO BE CONSISTENT WITH CEQA, THEY ANALYZED THE ENTIRE PROPERTY PHASE I AND PHRASE II.

HOWEVER, IT WAS BEFORE YOU AS NIKKI SAID IS ONLY PHASE I.

ROADWAY IMPROVEMENTS WILL ALSO INCLUDE SIDEWALK, CURB AND GUTTER AND DRIVEWAY APPROACHES.

AVENUE 52 ROADWAY IMPROVEMENTS WILL CONSTRUCT NEW SIDEWALKS, CURBS AND GUTTERS AND BIKE LANES LOOK THE NORTH SIDE OF AVENUE 52.

ON JUNE 2ND.

ON JUNE 16TH THERE WILL A STUDY SESSION ITEM FROM 3:30 TO 4:30 FOR THE HOUSING ELEMENT UPDATE.

THEN ON JULY 21ST THERE WILL BE ANOTHER STUDY SESSION WITH CITY COUNCIL AND THE PLANNING COMMISSION FROM 3:00 P.M.

TO 4:30 P.M., AND AGAIN THAT'S JULY 21ST.
