THIS CAMPUS WAS DEDICATED BY MANY PEOPLE TO BE A FULL-TIME FOR YOUR CAMPUS FOR OUR EDUCATION AND OUR STUDENTS ARE PEOPLE WHO WANT A HIGHER EDUCATION THAT DIDN'T WANT TO LEAVE THE COACHELLA VALLEY.

WE NEED TO WORK TOWARDS THAT GOAL.

THEY RECOGNIZE THAT THE STAFF THAT THE COUNTY HAS AVAILABLE TO DEDICATE TO THE PLANNING AND OPERATIONS OF THE FAIR IS A SKELETON CREW AND THEY WOULD LIKE TO ENCOURAGE PRODUCTION COMPANIES TO APPLY TO THE RFP.

THE DEADLINE IS AUGUST 27.

CITY VERSUS COUNTY ADMINISTERED TO YOUR PIECE, ORGANIZATIONAL SUPPORT AND CLOSING REMARKS.

FIRST TAXES.

CALIFORNIA TOBACCO TAX JUST LIKE MANY OTHER STATE EMPLOYEE TAXES IS A DIRECT COST TO CONSUMERS.

FOR EVERY TOBACCO PRODUCT THAT IS PURCHASE THE CONSUMER PAYS A TAX ON THAT ITEM.

FUNDS FROM TOBACCO TAXES ARE NOT ALLOCATED NOR ASSOCIATED WITH THE STATE AND LOCAL TOBACCO RETELLING PROGRAMS. SO WE WANT TO MAKE SURE WE ARE CLEAR HERE.

WHAT WE ARE TALKING ABOUT TODAY IS THE TAX THAT CONSUMERS PAY WHEN PURCHASING TOBACCO PRODUCTS.

MANUFACTURERS, IMPORTERS, WHOLESALERS TOBACCO DISTRIBUTORS DO PAY TAXES ON THE PRODUCTS THEY PLAN TO SELL, DISTRIBUTE OR MANUFACTURE WHICH FUNDS THOSE OPERATIONS.

BECAUSE JUST LIKE ANY OTHER PRODUCT OR SERVICE ANYONE CAN MONETIZE TAXES.

THE $2.87 LISTED ABOVE IS A CONSUMER BASED TAX ON ALL PURCHASE TOBACCO PRODUCTS.

THE STATE TAX REVENUE IS ALLOCATED TO VARIOUS FUNDS LIKE THE ONES LISTED ABOVE.

THE REVENUE FROM THE CONSUMER PAYS CALIFORNIA TOBACCO TAX IS NOT USED TO REGULATE ILLEGAL TOBACCO SALES TO YOUTH.

YOUTH HAVE ACCESS TO BOCA OR THE ENFORCEMENT ASSOCIATED WITH EITHER.

THE STAKE STOP TOBACCO ENFORCEMENT ACT IS UNDER THE PRE-EXISTING LAW.

THE CALIFORNIA CIGARETTE TOBACCO LICENSING ACT OF 2003.

STAKE ACT ESTABLISHES VARIOUS REQUIREMENTS FOR RETAILERS RELATING TO TOBACCO SALES TO MINORS.

WITH OVER 35,000 TOBACCO RETAILERS IN THE STATE OF CALIFORNIA.

THE STAKE ACT WAS ONLY FORCING THIS UP TO 7 PERCENT OF RETAILER STATEWIDE WHICH WOULD RESULTED IN RETAILERS PAIN STATE FEATS.

BUT NOT ABIDED BY THE STATE LAW.

IN FACT A 2004 TOBACCO FREE KIDS STUDY CONDUCTED IN CALIFORNIA CONTRASTED YOUTH BEHAVIOR WITH RETAILER BEHAVIOR IN CONTRIBUTING TO UNDER AGE TOBACCO SALES.

THE RESULTS SHOWED RETAILER BEHAVIOR WAS THE STRONGEST PREDICTOR OF CIGARETTE SALES TO YOUTH AND REITERATED THE NEED FOR INTERVENTION WITH RETAILERS.

IN ORDER FOR CALIFORNIA TO SEE TRUTH CHANGE REDUCING ILLEGAL TOBACCO SALES TO MINORS, SOMETHING HAD TO BE DONE.

LOCALLY SO THAT WHY IMPLEMENTING TRP'S LOCALLY AS A MASS IMPORTANCE.

NOW THERE ARE MORE THAN 100 COMMUNITIES IN CALIFORNIA ADOPTING STRONG LOCAL TOBACCO RETAILER LICENSING ORDINANCES.

THERE'S NO DOUBT THAT LOCAL ENFORCEMENT DOES DECREASE UNDER AGE SALES TO YOUTH.

BUT THE FUNDING THAT IS RECEIVED BY THE STAKE ACT PROGRAM IS NOT EFFECTIVELY SUPPORT LOCAL ENFORCEMENT AT THE LEVEL THAT WOULD BE EFFECTIVE.

CITIES HAVE FOUND RELIANT ON THE STAKE ACT HAS NOT PROVEN TO REDUCE ACCESS TO YOUTH.

WE ARE GRATEFUL FOR THE STAKE ACT PROGRAM FOR MANY REASONS.

ONE BEING ITS CONTRIBUTION TO THE STATEWIDE REQUIREMENT FOR ANY

RETAILER TO HAVE SIGNS POSTED AT THE POINT OF PURCHASE STATING THE SALE OF TOBACCO PRODUCTS TO MINORS IS ILLEGAL.

BUT, EVEN AFTER ITS ENACTMENT IN 2014 YOUTH ADVOCATE SPOKE UP AGAINST MAJOR FLAWS WITH THE STAKE ACT PROGRAM.

LIKE MANY NEARLY OPPOSED GOVERNMENT LOSS THE STATES PLAN PROVIDED LITTLE TO NO SOLUTION FOR LOCAL ENFORCEMENT.

A STUDY CONDUCTED BY PETER JACOBSEN JEFFREY WASSERMAN ON THE IMPLEMENTATION AND ENFORCEMENT OF TOBACCO CONTROL LAWS EXAMINE CALIFORNIA STAKE ACT PROGRAM CONCLUDED BY STATING THE FOLLOWING, LOCAL ENFORCEMENT IS A CRITICAL INGREDIENT TO THE SUCCESS OF VIRTUALLY ANY EFFORT TO REDUCE YOUTH ACCESS TO TOBACCO.

TO BE EFFECTIVE LEGISLATION SHOULD ALWAYS AND MUST CONTAIN SPECIFIC ENFORCEMENT MEASURES.

THE STAKE ACT PROGRAM IS A FOUNDATION WHICH GIVES LOCALITIES THE OPPORTUNITY TO PUT FORTH LOCAL POLICIES THAT PROTECT THE HEALTH OF YOUTH.

THEREFORE, RIVERSIDE COUNTY IMPLEMENTED AN ORDINANCE TO IMPROVE THE ENFORCEMENT OF THE STAKE ACT PROGRAM LOCALLY.

THE COUNTIES TRP ORDINANCE, 838.2 WAS DEVELOPED TO ADDRESS THE ENFORCEMENT DISPARITIES THAT WERE EXISTING AT THE STATE LEVEL.

AS MENTIONED PREVIOUSLY THE STAKE ACT PROGRAM THAT IS INTENDED TO REDUCE YOUTH ACCESS TO TOBACCO IS CURRENTLY ONLY ENFORCING TRP 2.

7 PERCENT OF RETAILERS STATEWIDE.

RETAILERS HAVE BEEN PROVEN TO COMPLAINT TO STATE LEGISLATION AT HIGHER RATES WHEN THE NECESSARY INTERVENTION SUCH AS EDUCATION, OUTREACH AND ON-SITE TRAINING ARE READILY AVAILABLE.

LOCAL PRP'S ADDRESS THAT NEED WHEN CITIES ADOPT TRP POLICIES.

RETAILERS REAP THE BENEFIT THE PROGRAM PROVIDES BECAUSE THE RESOURCES MADE AVAILABLE BY THE TRP PROGRAM ENSURES THAT RETAILER LICENSEES ARE PROPERLY MAINTAINED AND THAT ALL RETAILERS ARE COMPLYING WITH THE STATE MANDATES.

THIS YEARLY FEE GENERATES REVENUE FOR THE VARIOUS ASPECTS OF THE PROGRAM INCLUDING ROUTINE INSPECTIONS, DECOY OPERATIONS, RECRUITING AND TRAINING DECOYS FOR THE OPERATION, EDUCATION AND OUTREACH TO RETAILERS AND ADMINISTRATIVE HEARINGS FOR THE NONCOMPLIANT FACILITIES.

CITATION ISSUANCE AND APPEALS.

TO THE RIGHT WE HAVE DATA SHOWING HOW THE IMPLEMENTATION OF A TRP PROGRAM AND PROVED ILLEGAL SALES RATES THROUGHOUT VARIOUS OF CITIES WITHIN OUR COUNTY.

IN FACT RETAILERS HAVE BEEN COOPERATING INQUIRY MAINLY ABOUT PERMIT FEE RENEWALS.

WHICH OF THE DEPARTMENT OF ENVIRONMENTAL HEALTH KINDLY ADDRESSES.

SO HERE, LOCALLY AND STATEWIDE THERE WAS A PROGRAM CALLED TO P TOBACCO USE PREVENTION EDUCATION PROGRAM THAT IS AIMED TO PROVIDE TOBACCO USE EDUCATION, OUTREACH AND PREVENTION TO THIS GOALS.

THIS IS THE FIRST TIME I'VE EVER SEEN A COMMAND UNION AND ALIGN UNION BOTH TAKE A POSITION OF NO CONFIDENCE IN THE POLICE CHIEF.

80 PERCENT WERE LINE OFFICERS AT 70 PERCENT OF YOUR LIEUTENANTS AND SERGEANTS HAVE SAID THAT THEY HAVE NO FURTHER CONFIDENCE IN THIS CHIEF OF POLICE.

THIS IS IT SOMETHING THAT CAME UP OVERNIGHT.

HE'S BEEN HERE ABOUT 5 YEARS THERE BEEN SOME UPS AND DOWNS.

6 MONTHS AGO I ADVISED HER CITY MANAGER AND CITY ATTORNEY THAT WE BELIEVE THAT THE CHIEF AND THE ASSISTANT CHIEF SCHAEFER HAD LIED UNDER OATH IN A DISCIPLINARY HEARING.

I MADE IT CLEAR THAT I THOUGHT THAT WAS DISCOVERABLE INFORMATION THAT NEEDED TO BE BROUGHT TO THE ATTENTION OF THE OPPOSING COUNSEL'S ATTENTION ALSO TO THE ARBITRATOR.

WHEN NOTHING WAS DONE I REPORTED IT TO THE ARBITRATOR AND HE DID EXACTLY WHAT I THOUGHT HE WOULD DO.

HE REOPEN THE HEARING.

AN ORDERED THE CHIEF AND THE ASSISTANT CHIEF TO SUBJECT THEMSELVES TO EXAMINATION AGAIN.

BY THE DEFENSE ATTORNEY.

NOW, THAT'S PRETTY SERIOUS.

WHAT'S EVEN MORE SERIOUS IS THAT YOU STARTED AN INVESTIGATION.

YOUR PREVIOUS CITY MANAGER STARTED AN INVESTIGATION THAT SUSPENDED IT WHEN IT BECAME OBVIOUS THAT IF THE 2 INDIVIDUALS WERE INVOLVED GAVE STATEMENTS TO YOUR INVESTIGATORS THE STATEMENTS WOULD HAVE TO BE GIVEN TO THE DEFENSE COUNSEL FOR THE ACCUSED OFFICER.

THAT HEARING WAS RECONVENED ON JANUARY 28.

THE PROBLEM IS NOW NEXT MONTH HE WILL VEST AND LIFETIME MEDICAL PENSION AND IF HE IS RESPONSIBLE FOR THE THINGS HE'S DONE INCLUDING THE RETALIATORY INVESTIGATIONS HE'S ORDERED AGAINST SOME PERSONNEL SINCE THIS MATTER CAME TO THE FOREFRONT.

I HAD SOME OF THE RETALIATORY TRANSFER SET UP AND DOWN LATELY.

IF HE IS GUILTY OF THOSE THINGS AND I BELIEVE HE WILL BE FOUND RESPONSIBLE FOR THEM.

IT WILL BE TO LATE.

HE WILL ALREADY VESTED IN LIFETIME MEDICAL AND THE PENSION AND RUN OFF INTO THE SUNSET WITH THE PUBLICLY SUPPORTED BENEFITS THAT WE DON'T THINK HE DESERVES.

SO WE APPROACHED CUSP AND ASKED IF THEY'D SUBCONTRACT OUT WITH THE OTHER COMPANY AND THEY SAID YES.

AND THEN I WENT BACK TO COMPANY NUMBER 2 AND SAID WOULD YOU BE WILLING TO BRING ON BOARD AS SUBCONTRACTOR? AND THINK DECLINED AND WERE NOT WILLING TO DO THAT.

FORTUNATELY I WAS ABLE TO CONFIRM WITH CUSP WHEN I APPROACH THEM AGAIN TO BE ABLE TO SUBCONTRACT WITH THE COMPANY NUMBER THROUGH THE DID PROPOSE.

THEY CAN BRING THIS LOCAL DNA AND FLARE AND AGAIN CUSP OBLIGED TO ENSURE.
