THERE HAVE BEEN NO DIRECTIVES ISSUED TEMPORARILY HALTING GOVERNMENT LAND USE AND/OR CONSIDERATION AND POLICY ACTIONS INCLUDING BUT NOT LIMITED TO GENERAL PLANNING AMENDMENTS, ZONING CODE AMENDMENTS NEW OR AMENDED CITY PLANS, THEREFORE THE CITY OF INDIO CONTINUES TO ACCEPT AND PROCESS APPLICATIONS IN ACCORDANCE WITH STATE AND LOCAL REQUIREMENTS.

THE CITY OF INDIO IS FOLLOWING GOVERNOR NEWSOM'S EXECUTIVE ORDERS AND 2025 PERTAINING TO THE BROWN ACT.

THESE EXECUTIVE ORDERS ALLOW GOVERNMENT.

ENTITIES TO CONDUCT MEETING BY ELECTRONIC MEANS AND FOR MEMBERS OF THE PUBLIC TO OBSERVE THE MEETING ELECTRONICALLY AS WELL, PROVIDE PUBLIC COMMENT OR PUBLIC TESTIMONY TELEPHONICALLY OR OTHERWISE ELECTRONICALLY.

ACCORDINGLY, THE CITY COUNCIL AND PLANNING COMMISSION ARE CURRENTLY CONDUCTING SCHEDULED MEETINGS IN A VIRTUAL MEETING FORMAT.

CITY OF INDIO HAS IMPLEMENTED TECHNOLOGY SOLUTIONS THAT ALLOW MEMBERS OF THE PUBLIC TO OBSERVE AND OFFER PUBLIC COMMENT.

THE INDIO TOWNE CENTER IS LOCATED NORTH OF THE I10, EAST OF THE JACKSON STREET, SOUTH OF AVENUE 42, AND IT'S ALSO BOUNDED BY THE SHADOW RANCH RESIDENTIAL COMMUNITY.

SO THE INDIO TOWNE CENTER IS APPROXIMATELY 487,700 SQUARE FEET OF BUILDING AREA ALONG ABOUT PARKING AND LANDSCAPE AREAS.

IT'S APPROXIMATELY 56 ACRES OF PROPERTY, NOT INCLUDING THE HOME DEPOT CENTER.

SO THERE HAS BEEN A PREVIOUS ENTITLEMENTS ON THIS PROJECT.

AGAIN, IT IS A FULLY OPERATIONAL AND FUNCTIONAL SHOPPING CENTER NOW, BUT IN 2007 BE THERE WAS AN ENVIRONMENTAL IMPACT REPORT THAT WAS CERTIFIED BY CITY COUNCIL AND ALSO AN INITIAL PARCEL MAP 35029 THAT INCLUDED 13 COMMERCIAL LOTS THAT WAS RECORD ON JUNE 8, 2008.

THERE ARE ALSO OTHER ENTITLEMENTS THAT YOU SEE IN THE STAFF REPORT.

BUT I INCLUDED THESE TWO BECAUSE THEY'RE RELEVANT TO THIS PROJECT RIGHT NOW.

IF YOU COULD SEE THE MAP THAT I HAVE PROVIDED FOR YOU, THREE PARCELS IS WHAT'S UNDER CONSIDERATION RIGHT NOW.

SO WE HAVE PARCEL 1 THAT IS 7.3 ACRES, PARCEL 5 THAT IS 10.11 ACRES, AND THEN PARCEL 7, 11.02 ACRES.

IF YOU SEE THERE ARE TWO DIFFERENT COLORS HERE, AND THE TWO DIFFERENT COLORS IS RELATED TO THE ZONING.

SO AS IT STANDS TODAY, THE PARCELS TO THE NORTH OF THIS I DON'T KNOW TOWNE CENTER ARE BUSINESS PARK ZONING AND THE PARCELS SOUTH ARE COMMUNITY COMMERCIAL.

AND SO WHEN THE PROPOSED PROJECT WAS DESIGNED, IT WAS CONSIDERED WITH THE BUSINESS PART ZONING AS WELL AS CONSIDERATION OF THE COMMERCIAL, COMMERCIAL ZONING.

I'LL FURTHER EXPLAIN THAT IN A MINUTE.

SO THE PROPOSE PROJECT IS A TENTATIVE PARCEL MAP.

PARCEL MAP NUMBER 37813 TO SUBDIVIDE THE 20.43 ACRES WHICH INCLUDES THOSE THREE PARCELS INTO 13 PARCELS FOR THE PURPOSE OF SALE, LEASE OR FINANCING.

THIS IS THE TENTATIVE PARCEL MAP.

AS YOU CAN SEE ON THE TENTATIVE PARCEL MAP, THERE ARE PARCELS THAT CONTAIN EXISTING BUILDINGS AND OTHERS THAT HAVE VACANT PADS.

SO IT HAS DRAWN OR DESIGNED ITS PARCELS TO CONSIDER THE INDIVIDUAL BUILDING AS WELL AS ITS ASSOCIATED PARKING AREAS.

AS YOU CAN SEE HERE, THERE ARE VARIOUS SHARED PARKING.

THAT WENT INTO A CONDITION OF APPROVAL TO ASSURE THAT SHARED PARKING WAS AND EASEMENTS FOR SHARED PARKING INVEST EASEMENTS FOR UNDERGROUND UTILITIES, DRIVE AISLES AND ANY OTHER INFRASTRUCTURE WILL BE CONDITIONS OF APPROVAL FOR THIS TENTATIVE PARCEL MAP TO FINALIZE.

I PROVIDED A TABLE HERE BECAUSE IT'S JUST A LITTLE EASIER TO LOOK AT WHAT IS -- WHAT WILL WE DIVIDE THESE 13 PARCELS.

SO AS YOU CAN SEE HERE, IT'S THE THREE ASSESSOR PARCEL NUMBERS, THE PARCEL SIZES.

SO WE WENT FROM VERY LARGE PARCELS TO SMALLER PARCELS.

THE ZONING DESIGNATION THAT IT REMAINED.

SO THERE IS STILL THE PARCELS THAT SUBDIVIDED WITHIN THE COMMUNITY COMMERCIAL WILL STAY COMMUNITY COMMERCIAL INSPECTORS THE PARCELS THAT DIVIDED IN THE BUSINESS PARK STAY BUSINESS PARK.

THERE IS ONE GENERAL PLAN DESIGNATION.

I INCLUDED IF THERE WAS AN EXISTING USE OR IF THEY WERE VACANT PADS HERE WITHIN THOSE PARCELS.

JUST TO FURTHER ILLUSTRATE, I PROVIDED A MAP THAT SHOWS JUST THAT DIVIDE OF THE PARCELS AND THE ZONING DESIGNATIONS.

SO THAT'S SOMETHING THAT WAS TAKEN INTO CONSIDERATION OF WHEN THIS PARCEL MAP WAS DESIGNED, AND PARKING AND OTHER AREAS WERE INCORPORATED.

THAT CONCLUDES MY STAFF REPORT.

STAFF RECOMMENDS APPROVAL OF THE TENTATIVE PARCEL MAP TO SUBDIVIDE THE 28 ACRES INTO 13 PARCELS AND ALSO THE FINDING THAT THERE ARE CONDITIONS OF APPROVAL AND

THE PROJECT IS LOCATED AT THE NORTHEAST CORNER JACKSON AND AVENUE 42.

IT IS RIGHT ABOVE, DIRECTLY NORTH OF THE EXISTING ARCO GAS STATION, AND THE ARCO GAS STATION.

IT IS TO EXPAND EXISTING RETAIL AUTOZONE FACILITY.

THE PROJECT IS LOCATED IN THE COMMERCIAL DISTRICT WHICH ALLOWS FOR RETAILING AND WHOLESALING.

THIS IS THE EXISTING AUTOZONE BUILDING AS OF TODAY, AND THAT'S WHERE THE ADDITION WILL OCCUR.

THE EXPANSION WILL SUPPORT THE AUTOZONE STORES WITHIN THE COACHELLA VALLEY.

SO THIS IS THE SITE PLAN OF THE EXISTING GRADE OUT.

THE PROPOSED ADDITION TO THE REAR PORTION OF THE SITE.

THEY WILL ADD PARKING AS WELL AS A TRASH ENCLOSURE TO THE REAR.

THAT WILL BE THE 9,500 SQUARE FOOT ADDITION.

THIS IS THE FLOOR PLAN OF HOW IT WOULD LOOK LIKE, SO IT WOULD BE THE EXISTING SALES FLOOR, AND THEN THE ADDITION WOULD BE THE PREDOMINANTLY STORAGE PORTION OF THE FACILITY.

THIS IS PROPOSED ROOF PLAN.

THIS IS TO ALIGN WITH THE EXISTING ROOF UNITS, AND IT WILL BE SCREENED BY PARAPETS AS IT'S ALREADY EXISTING.

TO THE EXTERIOR.

I DON'T BELIEVE THAT THE APPLICANT WILL BE ABLE TO INCORPORATE IT TO PUT IT INSIDE THE FACILITY.

AS FOR THE SOUTH ELEVATION, WHICH THIS ELEVATION IS VISIBLE TO THE AVENUE 42 STREET SIDE, THE LOADING DOOR WILL REMAIN IN THAT ELEVATION, HOWEVER.

IT WILL BE A LITTLE BIT FURTHER DOWN.

AND USED TO BREAK UP.

BUILDING.

AND THEN AS FOR THE LANDSCAPING, THEY WILL INCORPORATE THE FOLLOWING DESERT LANDSCAPING.

THE PALO VERDE, THE PALMS, THE YUCCA AND GOLD LANTANAS AS WELL AS TEXAS SAGE.

AND THERE WAS A COMMENT INTO THE SOUTH AND NORTH ELEVATION TO SHIELD THE PARKING LOT.

THE APPLICANT WILL PROPOSE ADDITIONAL TEXAS SAGE ON THOSE ELEVATIONS TO FURTHER COVER THE PARKING LOT FROM JACKSON STREET AND AVENUE 42.

AND THE RECOMMENDATION IS TO ADOPT RESOLUTION NUMBER 1936, A RESOLUTION FOR PLANNING COMMISSION TO CONDITIONALLY APPROVE THE DESIGN REVIEW 19-11-466 FOR ARCHITECTURE, SITE PLAN, CIRCULATION, PARKING AND LANDSCAPING A 9,500 SQUARE FOOT ADDITION TO AN EXISTING AUTOZONE STORE WITHIN A 1.05-ACRE LOT SUBJECT TO FINDINGS AND CONDITIONS OF APPROVAL THEREIN AND DETERMINING THAT THE PROJECT IS EXCEPT FROM CALIFORNIA ENVIRONMENTAL QUALITY ACT.

SEEMS LIKE THIS WOULD BE THE OPPORTUNITY TO DO THAT RATHER THAN HAVING A BOX ON THE EXTERIOR.

>> ONE OF THE OTHER INPUTS THAT THE APPLICANT HAS EXPLAINED IS THAT TYPICALLY THE UTILITY COMPANIES PREFER IT ON THE OUTSIDE TO GAIN ACCESS.

>> COMMISSIONER CEJA, NIKKI, I DEFER THAT TO THE APPLICANT TO CLARIFY FOR YOU AS WHAT STAFF WERE ABLE TO GET FROM THE APPLICANT WAS THERE IS AN EXISTING OUTDOOR BOX, AND THEN ALSO THIS IS BEHIND THE BUILDING, AND THEN THE OTHER IS IN THE ACCESS, BUT AGAIN, I WILL DEFER THAT TO THE APPLICANT TO CLARIFY THAT MORE, AND IF THAT'S THE DECISION OF THE COMMISSION, WE PROBABLY CAN CONDITION AND WORK THIS OUT AT THE PLAN CHECK TIME.

WE HAVE AN EXISTING BUILDING THAT HAS AN EXISTING DESIGN THEME.

IT LOOKS LIKE THEY'RE INCORPORATING A LOT OF THOSE ELEMENTS INTO THE NEW PROPOSAL.

BUT IT DOESN'T LOOK LIKE THEY'RE DOING IT TO THE SAME EXTENT THAT IT WAS DONE ON THE FIRST AUTOZONE BUILDING.

IF YOU LOOK AT THOSE TRELLISES ON THE SOUTH ELEVATION WHEN WE LOOK AT THE FLOOR PLAN, IT DOESN'T LOOK LIKE TRELLISES COME OUT AS FAR OUT AS THEY ARE ON THE EXISTING ELEVATION.

NIKKI, I THINK IT'S SLIDE NUMBER 3 THAT SHOWS THE EXISTING CONDITIONS OF THE BUILDING, AND I WANT TO MAKE SURE WE'RE AVOIDING, WHEN WE'RE LOOKING AT THE EAST ELEVATION -- NIKKI, IF YOU CAN BRING UP THAT SLIDE THAT SHOWS THE PHOTOS.

AS FOR THE SITE PLAN, AND I JUST KIND OF SWITCHED IT AROUND TO FOLLOW, PARKING SPACES ARE THE PROPOSED AND WILL BE SHARED.

[7.3 Destiny Church Conditional Use Permit 19-12-1055 and Design Review 19-12- 468: A request for a conditional use permit and design review approvals for a place of worship known as Destiny Church within the current boundaries of the Mixed Use Specific Plan 300 (MUSP 300) and supplemental surface parking. Pursuant to Land Use Standards of the MUSP 300 Specific Plan, parking lots and places of worship are conditional uses and subject to Planning Commission approval. SO IF WE GO AND LOOK UP THEIR PROPOSED SEATS WHICH IS 650 SEATS, AND APPLY THAT RATIO OF 3.1, THEIR PEAK PARKING DEMAND WILL BE 210.
