[8.1 Fiscal Year 2020-2021 Capital Improvement Program of the City of Indio Public Works - Finding of General Plan Consistency: The 2020-2021 Capital Improvement Program (CIP) proposes for the City of Indio Public Works projects (“Projects”) that will be undertaken during the fiscal year term by Public Works. SO IF WE COULD START WITH 8.1 OF FISCAL YEAR 2020-2021 CAPITAL IMPROVEMENT PROGRAM OF THE CITY OFION PUBLIC WORKS FINDING OF GENERAL PLAN CONSISTENCY.

TIM WASSIL AND JOSHUA NICKER SON FROM ARE ALSO AVAILABLE TO DISCUSS THE CITY'S CAPITAL IMPROVEMENT PROJECTS AS NEEDED.

NOW, TYPICALLY THIS IS THE TIME OF YEAR THE THAT PUBLIC WORKS DEPARTMENT PRESENTS TO PLANNING COMMISSION CAPITAL IMPROVEMENT PROJECTS WHICH REQUIRES FUNDING -- WHICH REQUIRES FINDING FROM THE PLANNING COMMISSION THAT THE PROJECTS MEET GENERAL PLAN CONFORMITY.

CURRENTLY THE PUBLIC WORKS DEPARTMENT DOES NOT -- IS NOT PROPOSING ANY NEW PROJECTS TO PRESENT TO THE PLANNING COMMISSION FOR THE UPCOMING FISCAL YEAR.

ALL OF THE PROJECTS LISTED ON THE CIP ARE PROJECTS THAT HAVE BEEN PRESENTED TO THE PLANNING COMMISSION IN PRIOR YEARS AND WERE FOUND TO BE IN CONFORMANCE WITH THE GENERAL PLAN.

TONIGHT, PUBLIC WORKS STAFF IS HERE TO ANSWER ANY QUESTIONS REGARDING THE CITY'S CURRENT CAPITAL IMPROVEMENT PROGRAM.

INCLUDED IN THE COMMISSION STAFF REPORT ARE CIP SHEETS FOR ALL OF THE CURRENT PROJECTS THAT PUBLIC WORK -- THAT THE PUBLIC WORKS DEPARTMENT IS WORKING ON.

THEY ARE ALL IN VARIOUS STAGES OF DEVELOPMENT, WHETHER THEY ARE IN THE FUNDING, ENVIRONMENTAL, DESIGN, OR CONSTRUCTION PHASES.

SEVERAL PROJECTS WILL BE DEFERRED TO PENDING THE EFFECTS OF THE CORONAVIRUS ON THE CITY'S FUTURE BUDGETS.

NOW, STAFF RECOMMENDS THAT THE RESOLUTION NUMBER 1940, A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF INDIO, CALIFORNIA, FINDS THAT THE 2020-2021 CAPITAL IMPROVEMENT PROGRAM FOR THE CITY OF INDIO PUBLIC WORKS DEPARTMENT ARE CONSISTENT WITH THE CURRENT INDIO GENERAL PLAN.

WE'LL GO AHEAD AND MOVE ON TO ITEM 8.2 WHICH IS FISCAL YEAR 2020-2021 CAPITAL IMPROVEMENT PROGRAM OF THE INDIO WATER AUTHORITY IWA FINDING OF GENERAL PLAN CONSISTENCY.

FIRST AND FOREMOST, WE DO WANT TO SAY THAT IT IS CONSISTENT WITH THE GENERAL PLAN, BUT I DO WANT TO TAKE THE TIME TO EXPLAIN HOW WE ARRIVED TO THAT CONCLUSION AND HOW AWAY ACTUALLY PREPARED TOOLS IN DELIVERING THESE PROJECTS AND IDENTIFYING THESE PROJECTS.

I'LL START WITH AN OVERALL -- A SECOND.

I'M CHANGING SLIDES.

HERE'S THE PROJECT LOCATIONS.

AND BEFORE I START WITH THAT, I JUST WANTED TO GIVE YOU AN IDEA OF WHERE THE PROJECTS ARE RELATIVE TO THE CITY LIMITS.

PRIOR TO STARTING THE IDENTIFICATION OF THESE PROJECTS, WE ACTUALLY CONDUCTED A HYDRAULIC MODEL UPDATE TO ENSURE THAT WE HAVE THE LATEST DEMANDS, AND WHAT WE DO IS WE CROSS REFERENCE THOSE DEMANDS WITH THE GENERAL PLAN SO THAT THEY'RE CONSISTENT WITH RESPECT TO WHAT ARE OUR CURRENT DEMAND AND WHAT OUR FUTURE DEMANDS ARE.

SECOND TO THAT, WE ALSO WANT TO MAKE SURE WE ARE ADDRESSING PROJECTS THAT NEED IMMEDIATE NEED, IF IT'S AGING INFRASTRUCTURE OR AREAS IN OUR SYSTEM THAT IS CLIN DELINQUENT WITH RESPECT TO SMALLER PIPES OR LOW FIRE FLOWS, THAT'S REALLY OUR PRIORITY RIGHT NOW.

I THINK AS ERIC MENTIONED WE DO HAVE A CHALLENGE IN FRONT OF US WITH RESPECT TO BEING REAL CAREFUL AND SENSITIVE TO OUR EXPENDITURES WITH RESPECT TO COVID-19.

ALL OF THAT IS WHAT WE PUT INTO THIS ANALYSIS AND THE STUDY, AND WHAT YOU WILL SEE HERE TODAY WITH THE PROJECTS IS THAT MOST OF THE PROJECTS WE'RE PRESENTING ARE LARGER INFRASTRUCTURE SPECIFICALLY PLANT 2.

WHEN I REFERRED TO A PLANT, IT REFERS TO A RESERVOIR AND A PUMPING STATION.

WE ALSO HAVE PLANT 4 WHICH IS LOCATED ON THE WESTERN SIDE OF OUR SYSTEM, AND AGAIN THE HYDRAULIC MODEL HELPS US IDENTIFY THESE PROJECTS AS PRIORITIES, AND THAT'S WHY WE'RE REPRESENTING IT AS THIS COMING FISCAL YEAR CIP.

I'LL GO AHEAD AND GET STARTED WITH THE PROJECT SPECIFICS AND HOW THEY ARE CONSISTENT WITH THE GENERAL PLAN.

SO THE FIRST PROJECT IS THE PLANT 4 BOOSTER PUMP STATION.

HERE'S A PICTURE OF WHAT WE'RE REFERRING TO.

AND AGAIN THESE ARE VERY CRITICAL FACILITIES IN THE EVENT THAT THERE'S ANY EARTHQUAKES, WE HAVE STORAGE IN PLACE STATION IN PLACE, AND THIS ONE SPECIFICALLY SERVES THE WESTERN PART OF OUR AGENCY.

SO WHAT WE PLAN TO DO IS INCREASE THE CAPACITY, AGAIN, WE'RE BEGINNING TO INFILL WITH DEVELOPMENT.

AS YOU CAN SEE, WE'VE EXPERIENCED A LOT OF GROWTH.

SO THIS IS ONE OF THE KEY PRIORITY PROJECTS THAT WE WANT TO IMPLEMENT WHICH WILL INCREASE OUR FLOW CAPACITY BY 2200 GALLONS PER MINUTE, AND THAT WILL ENSURE THAT WE HAVE SUFFICIENT PRESSURE AND SUFFICIENT FIRE PROTECTION FOR THE WESTERN PART OF OUR SYSTEM.

AND OUR FINDINGS IS THAT IT DOES CONFIRM TO OUR WATER SUPPLY AND WATER FACILITIES ITEMS OF THE GENERAL PLAN.

THE NEXT PROJECT AGAIN RELATIVE TO THE MAP, THIS IS PLAN 2 WHICH IS LOCATED IN THE CENTRAL PART OF OUR SYSTEM.

IT IS ONE OF OUR OLDEST INFRASTRUCTURE PROJECTS.

WE HAVE A PUMPING FACILITIES AS YOU CAN SEE FROM THE PICTURE AND A RESERVOIR THAT'S ALSO DATED.

SO WE WANT TO MAKE SURE THAT WE UPDATE THESE FACILITIES.

SO THE VERY FIRST STEP IN THIS CURRENT FISCAL YEAR IS TO DO WHAT'S CALLED A

CONDITION ASSESSMENT.

LET'S HAVE THE EXPERTS COME IN, LOOK AT THE STRUCTURAL INTEGRITY OF THE PROJECT, MAKE SURE THAT WE DO UNDERSTAND WHAT NEEDS TO BE REPLACED, AND BE VERY SPECIFIC AND DELIBERATE IN TERMS OF WHAT WE WILL BE REPLACING.

IF THERE'S ANY WAYS OF CUTTING BACK COSTS, THAT'S PART OF WHAT THE STUDY WILL DO, BUT ULTIMATELY THERE WILL BE A TIME WHEN WE WILL REPLACE THE ENTIRE SYSTEM, BUT THIS CONDITION ASSESSMENT HELPED US DETERMINE THAT AS WELL AS THE TIMING OF THE REPLACEMENT.

AGAIN, SENSITIVE TO EXPENDITURES BECAUSE THIS COULD BE A PROJECT THAT OVER THE NEXT THREE TO FIVE YEARS WE CHO SPEND UP TO $6 MILLION REPLACING THIS FACILITY.

AGAIN IT CORCHLS TO THE WATER SUPPLY AND WATER -- CONFIRMS TO THE WATER IS SUPPLY PLAN SO WE'RE CONSISTENT ONCE AGAIN.

NEXT PROJECT I THINK WE ALL ARE AWARE OF THE SEISMIC ACTIVITY OUT HERE IN THE COACHELLA VALLEY, SO WE ARE ALSO SENSITIVE TO MAKING SURE THAT OUR FACILITIES ARE UP TO CODE WITH RESPECT TO ANCHORING AND HAVING FLEXIBLE COUPLINGS IN THE EVENT OF A EARTHQUAKE.

THE TWO PLANTS I JUST MENTIONED EARLIER ARE ALSO OUR KEY FOCUS.

OLDER INFRASTRUCTURE, OLDER FACILITIES, SO WE WANT TO MAKE SURE THAT WE RETROFIT THEM IN THE EVENT OF ANY SEISMIC ACTIVITY, WE HAVE A RELIABLE SYSTEM.

AGAIN, CONSISTENT TO NOT ONLY THE WATER SUPPLY BUT THERE'S ALSO A SEISMIC HAZARD SECTION THAT WE ARE ABLE TO IDENTIFY FOR CONSISTENCY.

OUR NEXT PROJECT, AS AGAIN WHEN I HAVE STARTED THE PRESENTATION WE TALKED ABOUT HYDRAULIC MODEL, AND IF WE WERE TO INVEST OUR DOLLARS IN ONE OR TWO PIPELINE LOOPS, THAT MODEL WILL TELL US WHICH SPECIFIC ALIGNMENT WILL GET US THE MOST VALUE FOR INVESTMENT, AND WHAT WE FOUND THAT THE MILES PIPELINE IS THE JEFFERSON BY INSTALLING 2,600 FEET OF 18-INCH PIPELINE.

IT WILL REALLY UPSIZE OUR FRACTURE ON THE WESTERN SIDE OF THE SYSTEM.

NOT ONLY ARE WE INVESTIGATE IN PRODUCTION AND THE THE RESERVOIR BUT NOW WE CAN CONVEY THAT WATER WITH THE PIPELINE, AND IT REALLY BRINGS THE MOST VALUE, AND THAT'S REALLY THE PURPOSE OF THIS, THIS PROJECT HERE.

NOW, AGAIN, CONSISTENT WITH THE WATER SUPPLY AND WATER FACILITIES OF THE GENERAL PLAN.

I'LL TALK ABOUT THIS NEXT PROJECT NUMBER 5 WHICH IS THE WESTWARD HO DRIVE.

THIS IS THE CARRY OVER PROJECT START LAST YEAR.

THIS IS A SERIES OF ANALYSES AND THIS PROJECT IS MORE COMPLICATED BECAUSE IT'S LOCATED RIGHT THROUGH THE CHANNEL.

WE DO HAVE A 10-INCH PIPELINE THAT WAS ACTUALLY EXPOSED DURING ONE OF THE LARGE SEASON.

AND IT'S BECAUSE IT WAS SHALLOW.

ONE OF THE THINGS THAT WE'RE LOOKING AT IS HOW DEEP SHOULD WE PUT THIS PIPELINE SO THERE'S NO SCOURING AND SO THAT ANY FUTURE EVENTS DOESN'T BREAK THE PIPE AND CREATE A MAJOR DISCONNECT BETWEEN OUR WATER SOURCE, WHICH IS LOCATED ON THE EAST SIDE OF THE CHANNEL, AND HOW WE CAN ENSURE THAT WE CAN PUT AN 18-INCH PIPE TO INCREASE THE FLOWS, PUT IT DEEP ENOUGH SO THAT IF THERE'S ANY STORMS WE CAN ENSURE THAT IT'S A RELIABLE SYSTEM.

WE HAVE LICENSINGS TO MAKE SURE WE HAVE THE LATEST AND WE'RE ADDING RADIOS TO OUR STAFF.

I'LL TALK ABOUT TWO OTHER MAJOR PROJECTS THAT ADDRESS THIS AGING INFRASTRUCTURE.

ONE OF THEM IS THE WELL HABILITATION PROGRAM.

THIS PICTURE SHOWS HOW WE ACTUALLY REHAB EACH OF OUR WELLS.

WHAT WE'RE TRYING TO DO THE S.

PROLONG THE LIFE OF OUR WELLS.

WE HAVE 20 WELLS THE IN SYSTEM.

TO CONSTRUCT A NEW WELL, IT'S ANYWHERE FROM $3 MILLION TO $4 MILLION, AND WHAT WE WANT TO DO IS ADD ANOTHER TEN TO 20 YEARS OF LIFE BY CONDUCTING WHAT WE CALL A WELL REHABILITATION PROGRAM.

WE ACTUALLY BUT A VIDEO CAMERA DOWN THE WELL AND MAKE SURE THAT WE UNDERSTAND WHAT THE CONDITION IS, AND BASED ON THAT DATA AND INFORMATION WE PRIORITIZE REPLACEMENT OF WELLS OR IN THIS CASE REHABBING THEM SO THEY HAVE A PROLONGED LIFE.

WE ALSO HAVE A A NEW PROJECT PROGRAM THAT WE'RE IMPLEMENTING WHICH IS REFERRED TO AS THE PIPELINE REPLACEMENT PROGRAM, AND WHAT THIS PROGRAM LOOKS AT IS AREAS IN OUR SYSTEM THE THAT PIPES ARE EITHER REALLY OLD, ON THE VERGE OF BREAKING, AND WHAT WE WANT TO DO IS PRESENT OF THAT BY FROM HAPPENING BY FUGHT A PROGRAM IN PLACE THAT IDENTIFIES THE LOW PRESSURE AREAS, AGING INFRASTRUCTURE AND MAKE SURE WE GET TO THEM BEFORE THEY ACTUALLY BECOME A PROBLEM AND AFFECT ANY OF THE FIRE FOLDS ACROSS THE SYSTEM.

AGAIN, CONSISTENT WITH THE WATER SUPPLY AND WATER FACILITIES SECTION OF THE GENERAL PLAN.

THIS IS A CRITICAL PROJECT, WHAT WE CALL KNOW AS THE CHROMIUM 6 WELL HEAD TREATMENT PROJECT.

BACK IN 2015 THE MAXIMUM CONTAMINATE LEVEL OR MCL WAS INTRODUCED AND IT WAS REVERSED BECAUSE THE COST OF TREAT CA EXPENSIVE FOR MANY OF THE WATER AGENCIES THAT THERE WAS A JUDGMENT THAT REVERSED THAT.

ALL INDICATIONS SHOW THAT THE DEPARTMENT OF DRINKING WATER WILL BE COMING BACK WITH A NEW MCL, AND WHAT WE'RE DOING AS THE CITY IS ONE OF THE FEW CITIES IS IN THE STATE, ACTUALLY, THAT IS ALREADY RUNNING TREATMENT SYSTEMS TO CONTINUE TO LEARN HOW DO WE ADDRESS THIS NEW REQUIREMENT FROM THE STATE, THE NEW REGULATION.

AND WHAT THIS PARTICULAR PROJECT THAT WE'RE PROPOSING FOR THIS COMING FISCAL YEAR IS TO STUDY OTHER TECHNOLOGIES, THE COST OF THE CITY OF INDIO TO ADDRESS CHROMIUM 6 IS IN THE ORDER OF ABOUT $30 MILLION.

THERE'S A COUPLE OF TECHNOLOGIES OUT THERE THAT MAY CUT THE COST BY MORE THAN HALF.

AND SO WHAT WE'RE TRYING TO DO IS MAKE A SMALL INVESTMENT IN THE ORDER OF ABOUT $100,000 TO STUDY AND RESEARCH THE RIGHT TECHNOLOGY SO THAT BY THE TIME THE MCL COMMENTS OUT, WHICH WE'RE -- COMES OUT WHICH WE'RE EXPECTING TO COME OUT EARLY NEXT YEAR AND WE STILL EXPECT IT TO HAVE A MAJOR IMPACT ON A NUMBER OF OUR WELLS, HALF OF OUR WELLS, WE WANT TO BE READY FOR THAT, AND WE WANT TO MAKE SURE WE FIND EVERY POSSIBLE WAY THAT TECHNOLOGIES CAN HELP US SAVE MONEY WHILE ADDRESSING THE MCL, AND THAT'S THE PURPOSE OF THIS PROJECT.

AGAIN IT COMPLIES WITH THE WATER SUPPLY AND THE WATER FACILITIES SECTION OF THE GENERAL PLAN.

AND I ONCE AGAIN WANT TO BRING UP THE MAP JUST TO KIND OF HIGHLIGHT WHEN I JUST JUST WENT THROUGH AS THE CAPITAL IMPROVEMENT WITH WHAT WE HAVE THE CURRENT RATE STRUCTURE THAT'S FUNDING ALL OF THESE.

THERE'S TWO PARTICULAR PROJECTS THAT HAVE DIFFERENT FUNDING RESOURCES.

ONE OF THEM IS THE WATER SUPPLY ASSESSMENT THAT WE HAVE ON NEW PROJECTS, WHICH WILL FUND NEW WATER, WHAT WE REFER TO AS NEW WATERS.

R WATER.

WE'RE PUMPING IT OUT.

BUT THERE'S A TIME WHERE WE WON'T NEED TO BRING IN NEW RESOURCES.

SO THAT'S THE PURPOSE OF THIS NEXT PROJECT WHICH IS LOCATED AT THE VALLEY SANITATION DISTRICT YARD WHICH IS THE DSD YARD ON THE CENTRAL EAST PART OF THE MAP.

THE PROJECT AFTER THAT IS REFERRED TO AS THE DEVELOPER IMPACT FEES, AS YOU CAN IMAGINE, OR IF YOU DRIVE DOWN THE 10 FREEWAY YOU'LL NOTICE THERE'S A TREMENDOUS AMOUNT OF MU DEVELOPMENT, NEW DOAVMENT NORTHERN SIDE OF THE CITY.

AND BECAUSE WE'RE COLLECTING THESE DEVELOPER YACKET WE WANT TO DEVELOP THEM WISELY IN THE AREAS THEY MAKE THE MOST IMPACT.

THAT'S WHY I SHOW YOU THIS MAP.

WE WENT TO THE WEST SIDE, THE AGING INFRASTRUCTURE, AND NOW WE'RE MOVING TOWARDS THE NEW DEVELOPMENT AND DEVELOPER IMPACT FEE INFRASTRUCTURE INVESTMENTS.

SO THE RECYCLED WATER TREATMENT PROJECT IS ACTUALLY A PROJECT THAT WE'RE COLLABORATING WITH DSD.

THIS KIND OF HIGHLIGHTS AND SHOWS THE POTENTIAL OF THIS WATER THAT'S ALREADY BEING DISCHARGED.

IT'S HIGHLY TREATED WASTEWATER BEING DISCHARGED TO THE CHANNEL AND IT MAKES ITS WAY DOWN TO THE SALTON SEA.

WE'RE TRYING TO INVESTIGATE AND SEE IF THERE'S WAYS OF DISCHARGING THE WATER SO THAT IT HELPS REPLENISH THE BASIN.

THAT'S PART OF WHAT THIS NEXT STUDY IS AND WHAT WE'RE PROPOSING AS PART OF THIS FISCAL YEAR.

IT DOES COMPLY WITH THE WATER SUPPLY AND WATER FACILITIES PORTIONS OF THE GENERAL PLAN SO WE'RE CONSISTENT WITH THAT AS WELL.

AND THEN LASTLY, THE CALHOUN, WHAT WE CALL THE CALHOUN WELL DRILLING AND EQUIPPING IS WHERE WE'RE INVESTIGATING THE DEVELOPER IMPACT FEES THAT WE'RE COLLECTING FROM NEW DEVELOPMENT AND THI WELL WOULD BRING IN AN ADDITIONAL 2,000GPM SO WE CAN ADDRESS ANY FIRE PROTECTION AND PRESSURES FOR THAT PROJECT.

HE WANTED TO MERGE IT.

SO THE MERGER TRIGGERED HIM TO APPLY FOR A CUP AND NOW IT IS ONE CUP FOR THE LAND THAT HE OWNS.

SO THAT WAS THE INTENTION OF STAFF, TO GET CLARIFICATION FROM THE COMMISSION TO MAKE SURE YOU AS A COMMISSION ALSO SEE IT AS WHAT DOES STAFF SEE IT, WHICH THESE ARE VERY SIMILAR IN NATURE, AND THEREFORE WE SHOULD ALLOW THAT AS WELL.

MY PARTICULAR CONCERN IS WHETHER OR NOT SITE IMPROVEMENTS ARE NECESSARY, BUT IN LOOKING AT A NEARBY FACILITY, I BELIEVE IT'S THE ENTERPRISE RENT-A-CAR ON HIGHWAY 111, THOSE CARS, THAT CAR LOT TENDS TO BE VERY CROWDED AND THOSE CARS TEND TO SPILL OUT ONTO SIDE STREETS FOR STORAGES, SO I'M NOT SURE IF THERE'S ANY CONDITIONS THAT MAY ADDRESS THAT FOR THIS FACILITY WELL AS WELL.

SO UNLESS WE MAKE THAT DETERMINATION, THE CAR RENL, IT WILL BE LINGERING.

THE CAR RENTAL WILL BE LINGERING.

I JUST WOULD CAUTION THE COMMISSION ABOUT LOOKING AT THE GENERAL PLAN IN TERMS OF APPLICATION DEVELOPMENTS.

THE GENERAL PLAN IS A POLICY DOCUMENT.

WHILE WE DID ADOPT THE GENERAL PLAN WE HAVE EXISTING ZONING.

THE COMMISSIONER IS WELL AWARE ONE OF OUR TO DO'S FOR 2021 IS TO ALIGN THE ZONING CODE AND GENERAL PLAN.

IT'S NOT AS MUCH AN ISSUE OF GENERAL PLAN CONFORM PHIP THIS IS A QUESTION OF ZONING CONSISTS, AND I THINK WHAT YOU HAVE HEARD FROM HER AS WELL AS ASSISTANT PLANNER GOMEZ IS THAT THERE'S A STAFF BELIEF THAT THE USE IS OVERALL CONSISTENT.

THE CUP DOES HAVE STANDING, AS SENIOR PLANNER NAMVAR POINTED OUT, AND I THINK THAT THERE ARE STANDARDS WITHIN THAT CUP RELATIVE TO USE OF THE SITE AND OPERATION OF THE SITE THAT WE CAN SEEK TO ADDRESS SOME OF THE COMMISSION'S CONCERNS.

A GROUP OF STAFF, INCLUDING LEILA AND HER BUILDING OFFICIAL GIL ESTRADA AND THE INDIO WATER AUTHORITY HAVE BEEN WORKING REALLY HARD TO ESTABLISH OUR PROCEDURES FOR ELECTRONIC PLAN REVIEW.

THIS IS A SERVICE THAT WE ARE GOING TO OFFER TO OUR CLIENTS THAT WILL ALLOW FOR THEM TO SUBMIT THEIR INFORMATION ELECTRONICALLY, WHICH WILL SAVE HAVE SAVE THE NEED TO COME DOWN TO CITY HALL.

IT HAS SHOWN US HOW TO DO OUR WORK DIFFERENTLY.
