I WONDER IF THEY'RE NOT SATURATING THE LOCATION.

IT MAY NOT BE A POINT OF CONSIDERATION FOR US.

I'LL JUST ASKING THAT EXCEPT SECOND OF ALL, I THINK IT IS AN EXCELLENT IDEA THAT WE SIT DOWN WITH THE PROPERTY OWNERS AND TALK TO THEM ABOUT AN OVERALL DEVELOPMENT PLAN ON THAT FACILITY.

S INDIO, WE WERE ASKED TO CONTRIBUTE TO THE DEVELOPMENT OF A NEW THEATERS, NEW GAS STATIONS, NEW SHOPPING CENTERS AND AUTO MALLS, AND THE THING ABOUT THAT IS THERE WAS A RETURN SUPPOSED TO BE MADE.

I'D RATHER SEE US ENCOURAGE SITTING DOWN WITH PROPERTY OWNERS LIKE THIS AND RETHINKING AND REVAMPING THEIR CENTERS AND FINDING WAYS TO HELP THEM ACHIEVE THAT.

IT'S TOO MUCH OF A BURDEN TO SAY, NO, YOU CAN'T HAVE THIS, BUT MAKE THIS SHOPPING CENTER MODERN AND UP TO DATE.

I THINK WE REALLY NEED TO DIRECT ECONOMIC DEVELOPMENT DEPARTMENT, CITY MANAGER -- I'M TALKING LIKE A COUNCILMEMBER NOW -- RECOMMEND THAT WE SIT DOWN WITH THE SHOPPING CENTER OWNERS AND TALK ABOUT LONG-TERM DEVELOPMENT PLAN FOR THAT.

AND ANYWAYS, AND I AGREE WITH MY COLLEAGUES' COMMENTS THAT WERE MADE EARLIER.

AND THEN I TALKED TO THE PROPERTY OWNER FOUR OR FIVE MONTHS AGO AND I TOLD HIM THAT THIS ALLOWS FOR MIXED USE, AND ONE OF THE OTHER THINGS THAT HE CAN DO IS BUILD SOMETHING MIXED USE OR BILL SOMETHING CLOSER TO HIGHWAY 111 SO PEOPLE CAN SEE WHAT'S GOING TO COME BECAUSE HE HAS THE ENTIRE 111 BASICALLY NOTHING THERE, SO HE REALLY KIND OF LIKE BUT AS DIRECTOR SNYDER SAID, THIS WAS ALL BEFORE THE COVID-19, SO WE ARE NOW IN A DIFFERENT ERA, BUT AT THE TIME HE WAS REY OPEN TO THAT AS WELL.

SO THE CITY MANAGER AND I RECEIVED EMAIL NOTIFICATION FROM THE STATE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT, BUT THE CITY DID RECEIVE A $300,000 GRANT.

IT'S CALLED A LEAP GRANT, AND IT WILL HELP US PAY FOR OUR HOUSING ELEMENT UPDATE,

AND THAT IS REQUIRED TO BE COMPLETED BY OCTOBER 2021.

IN ADDITION, IT WILL ALSO HELP US DO SOME KIND OF DEEP DIVE FISCAL ANALYSIS TO REALLY UNDERSTAND HOW THE CITY, EITHER THROUGH REGULATORY OR OTHER METHODS, CAN HELP SPUR MORE HOUSING DEVELOPMENT OF ALL TYPES IN THE CITY, BUT PARTICULARLY AFFORDABLE HOUSING, SO WE GOT NOTIFIED.

THE STATE SAID IT WILL TAKE A LITTLE WHILE TO GET THE CONTRACT TOGETHER, AND THEN WE'LL GET THAT SIGNED.

IN ADDITION TO THE ZONING CODE UPDATE, WE'LL HAVE THAT GOING ON, AND THEN WE ALSO ARE -- I'M WORKING WITH THE CONSULTANT TEAM RIGHT NOW FOR THE NEW PLAN FOR HIGHWAY 111, AND HOPE TO BRING THAT TO COUNCIL FOR CONSIDERATION IN AUGUST.

SO WE'RE GOING TO HAVE SOME -- LOTS OF HOMEWORK FOR YOU GUYS I GUESS IS WHAT I'M TRYING TO SAY IN ADDITION TO THE ZONING CODE UPDATE WHICH IS BIG STUFF IN ITSELF.
