ESPECIALLY WHAT WE HAVE GOING ON NOW WITH BU ISSUES AND COVID AND JUST BEING REAL CONSERVATIVE AROUND THIS AREA.

THIS IS GOING TO BE AT ITING US.

SO WE NEED THE COMMUNITY'S -- WHAT IS GO AILING US SO WE NEED COMMUNITY'S ASSISTANCE.

HOMELESSNESS COMMITTEE.

WE DID HAVE AN UPDATE ON PROJECT ROOM KEY WH HOUSES FOLKS DURING THE PANDEMIC, HOMELESS FOLKS.

SO COUNTY WIDE, WE HAVE APPROXIMATELY 496 PEOPLE IN HOTELS AROUND THE COUNTY.

THAT IS 173 FROM THE COACHELLA VALLEY AND HOTELS AND APPROXIMATELY 30 HAVE BEEN TRANSITIONED TO PERMANENT HOUSING.

I HAVE TO ADD THAT OUR COUNTY, RIVERSIDE C STARTED THE PROGRAM BEFORE THE GOVERNOR IMPLEMENTED IT.

THE PRIMARY GOAL IS TO GET THE FOLKS TRAN THE PERMANENT HOUSING.

RIGHT NOW WE ARE APPROXIMATELY 30 FOLKS W HAD BEEN TRANSITIONED ALREADY.

MOVING ALONG, WE ALSO VOTED TO AUTHORIZE THE EXECUTIVE DIRECTOR TO TAKE THE NECESSARY STEPS TO TRANSITION C.V.

HOUSING FIRST OUTSOURCE PROGRAM TO BE OPERATED BY THE CVAC STAFF.

THE RECOMMENDATION WILL GO TO THE EXECUTIVE COMMITTEE FOR THEIR NEXT MEETING.

JUST TO GIVE BACKGROUND ON THIS ITEM, IN 2 COMMITTEE HAD ONE-YEAR

AGREEMENT THE PATH TO MAINTAIN THE CVAG HOUSING FIRST EFFORTS AND THAT ENDS ON SEPTEMBER 21, 2020 THIS YEAR.

SO ALTHOUGH PATH OF LIFE HAS DONE EXCELLENT WORK, THE HOMELESSNESS COMMITTEE AND THE CVAG STAFF HAS THE INTEREST THAT THE PATH LIFE EXPERTISE HAS NOT FULFILLED THE CVAG'S FIRST GOALS.

SO PATH OF LIFE IS ALSO NOT A LOCAL ORGANIZATION.

SO THAT CREATED A COUPLE OF OBSTACLES.

THEREFORE, AN AD HOC COMMITTEE WAS FORMED WAS COMPRISED OF BOARD MEMBERS AND THE MEMBERS TO MAKE RECOMMENDATIONS ON HOW TO MOVE FORWARD.

AD HOCK COMMITTEE CONSIDERED THE FOLLOWING THREE OPTIONS.

EXTEND THE CURRENT CONTRACT WITH ADDED OVERNIGHT.

ISSUE A REQUEST OF PROPOSAL FOR A NEW CONTRACT.

AND OPTION THREE WOULD BE TO OPERATE THE PROGRAM IN-HOUSE AT CVAG.

THE COMMITTEE CAME BACK UNANIMOUSLY TO OPERATE THIS IN-HOUSE.

SO IT WOULD BE SOME MOVEMENT AROUND STAFF.

NONETHELESS IT WOULD GIVE THE CVAG STAFF ADDRESS SOME OF THESE NEEDS BRINGING IN THE INDIVIDUALS AND THE GROUPS THAT SPECIALIZE IN AREAS MOVING FORWARD.

THERE WAS ALSO DISCUSSION TO BRING IN COACHELLA VALLEY RESCUE MISSION AND MARTHA'S VILLAGE KITCHEN.

BUT AS WE KNOW, OVER A CERTAIN AMOUNT OF Y INDIO HAS TAKEN THE BRUNT OF SOME OF THE SERVICES.

SO IT WAS RECOMMENDED THAT WE MOVE FORWA HANDLE THIS IN-HOUSE.

SO THIS WILL BE GOING TO THE EXECUTIVE COMMITTEE DURING THE NEXT MEETING.

ALSO I ASKED THE CITY MANAGER TO PROVIDE AL COUNCILMEMBERS WITH THE AGENDA ITEM.

IT'S A VERY IN-DEPTH ITEM.

I KNOW NOW FROM OUR MAYOR PRO TEM THAT O HOMELESSNESS COMMITTEE, THEY CAN HAVE EXTENDING MEETINGS AND LONG MEETINGS.

SO IT'S A LOT OF INFORMATION TO SHARE.

IF YOU WANT MORE INFORMATION ON THIS, I CAN SHARE THIS OR CITY STAFF WILL HAVE THIS ALSO.

I ALSO HAD A PUBLIC SAFETY COMMITTEE MEETING SINCE THE LAST MEETING.

AND DURING THAT MEETING WE DID GET AN UPDATE FROM THE C.E.O.

JEFF WAGENEN AND HE GAVE UPDATE ON THE VAL COVID NUMBERS.

RIGHT NOW RIVERSIDE COUNTY AND INCLUDING THE COACHELLA VALLEY WERE STILL IN PURPLE, WHICH IS WIDESPREAD.

RIGHT HAVE TESTED 582,000 APPROXIMATELY.

CONFIRMED CASES ARE APPROXIMATELY 56,201.

CURRENTLY HOSPITALIZED WE HAVE 155.

THAT IS INCLUDING 47 IN I.C.U.

WE HAVE 1,136 FOLKS WHO HAVE PERISHED DUE TO COVID-19.

WE ALSO HAD APPROXIMATELY 51,372 FOLKS WHO RECOVERED IN OUR COUNTY.

SO, PLEASE CONTINUE TO WASH YOUR HANDS, SOCIAL DISTANCE AS MUCH AS POSSIBLE.

SANITIZE AND CONTINUE TO PRACTICE THESE SAFETY GUARDS SO WE CAN MOVE FORWARD SAFELY AND NOT INUNDATE OUR HOSPITALS AND BEGIN TO SAFELY OPEN OUR ECONOMY AND ALSO GET OUR KIDS IN SCHOOL.

I THINK THAT THE GOAL IS TO GET BACK TO NORMALCY.

WE HAVE TO DO IT SAFELY.

ALSO, DURING THIS MEETING, THE COMMITTEE DIRECTION BY WORKING ALONGSIDE OUR CITIES TO COMBAT SOME OF THE ISSUES AS IT PERTAINS TO SOCIAL INJUSTICES.

AND SO, WE ARE GOING TO BE WORKING WITH OUR COMMUNITIES ON SOME OF THE ISSUES AS A COMMITTEE.

SO THIS IS SOME GOOD NEWS.

ALSO DURING THIS COMMITTEE, I ASSUME ROLE AS CHAIRMAN OF THE COMMITTEE.

SO MY FIRST INITIATIVE AS CHAIRMAN IS ONE I WANT TO EXPRESS MY APPRECIATION AND GRATITUDE FOR OUR FIREFIGHTERS OUT THER FIGHTING THE WILDFIRES.

THIS HAS BEEN A PRETTY TOUGH YEAR ALREADY BUT WAKING UP TO THE SMOKE AND THE THINGS WE ARE WAKING UP TO KNOWING THAT FIREFIGHT THERE FIGHTING THE FIRES WE HAVE TO APPRECIATE THAT AND SUPPORT THEM ON ALL LEVELS.

SO I WANT TO THANK THEM FOR THAT.

I WANT TO SEND PRAYERS TO THE TWO LOS ANGELES SHERIFF DEPUTIES WHO WERE VICTIMS TO THE SENSELESS ACTS OF VIOLENCE IN COMPTON, CALIFORNIA, BECAUSE WE ALL DO KNOW THAT THERE IS SOME RACISM AND SOCIAL INJUSTICES GOING ON IN OUR COUNTRY BUT

TO 6:00 P.M.

WE ALSO HAVE THE THIRD ROUND OF THE BUSINESS ASSISTANCE GRANT.

GRANT APPLICATIONS OPEN UP TODAY AT THE COUNTY WITH THE EXPANDED ELIGIBILITY.

SO PLEASE CHECK IF YOU OWN A BUSINESS TO SEE IF YOU ARE ELIGIBLE FOR MORE GRANTS FROM THE COUNTY.

ELIGIBLE BUSINESSES INCLUDE PRIVATE, F BUSINESSES WITH EXPERIENCE FINANCIAL HARDSHIP AS A RESULT OF THE COVID-19.

WE HAVE 700,000 ACRES OF LAND PRESERVE AND RESTORED.

600 TRANSIT AGENCY PROJECTS STARTED.

300,000 REBATES ISSUED FOR THE ZERO EMISS HYBRID VEHICLES.

OVER 100,000 URBAN TREESS HAVE BEEN PLANTED.

ONE OF THE ISSUES IS TO LOOK TO THE FUNDING FOR HOUSING COMMUNITIES ELSEWHERE IN THE VALLEY.

WE KNOW THAT THE CONDITIONS THERE ARE ONLY GETTING WORSE.

THEY ARE ALREADY SEEING EFFECTS IN THAT AREA.

I ALSO WAS ON THE CONSUMER ADVISORY COMMITTEE THIS WEEK.

THEY HAVE NORTH KOREA QUALIFIED DISCOUNT PROGRAM.

SO THERE IS 20% DISCOUNT BASED ON INCOME.

IF THEY ARE 60 OR OLDER THERE IS A 30% DISC THE POWER.

SECOND IS WE HAVE COLUMBUS DAY ON OCTOBER 12.

KNOWING THE HISTORY OF COLUMBUS AND HE LED AN EXTREMELY RACIST GENOCIDE IN AMERICA THAT SLAVERY, SYSTEMIC TORTURE AND SEXUAL VIOLENCE AGAINST INDIJS NO PEOPLE WE NEED FOLLOW THE LEAD OF THE OTHER STATES AND CITIES IN AMERICA AND CHANGE US OVER TO THE INDIGENOUS PEOPLE'S DAY.

STAFF HAS AN ENORMOUS AMOUNT OF PROJECTS AND WHAT NOW.

IS NOW THE TIME FOR STAFF TO LOOK AT SOMETHING LIKE THAT? OR DO WE PUT THIS ON OUR PRIORITY LIST OR DO WE CREATE THAT PRIORITY LIST AND MAKE SURE THAT IT STAYS ON THERE.

IT MAY ALREADY BE ON THERE.

BECAUSE I KNOW WE LOOKED AT THE PROPERTY UP ON MONROE.

I THINK IT'S A DESIRE FOR ALL OF US TO HAVE OUR COMMUNITY.

I MEAN THE BENEFITS ARE ENORMOUS.

WE NEED TO CONTINUE TO BE TESTED.

JUST BECAUSE YOU WERE ONCE SIX MONTHS AGO DOES NOT MEAN YOU ARE GOOD TO GO.

A LOT OF THEM WERE SAVED.

LOTS OF PROPERTY AND LIFE BECAUSE OF THE PREPAREDNESS, BECAUSE OF THE GREAT FIRE DEPARTMENT AND WHAT THEY HAVE DONE.

YOU ARE PART OF CAL FIRE BUT YOU ALWAYS THE CITY OF INDIO FIRE DEPARTMENT TO US.

SO THE PROCLAMATION FIRE PREVENTION WEEK IS WHEREAS THE CITY OF INDIO COMMITTED TO THE SAFETY AND THE SECURITY OF ALL OF THOSE LIVING AND VISITING INDIO; AND WHEREAS, FIRE IS A SERIOUS PUBLIC SAFETY CONCERN LOCALLY AND NATIONALLY AND HOMES LOCATIONS WHERE PEOPLE ARE AT THE GREATEST RISK FOR FIRE; AND WHEREAS, COOKING IS THE LEADING CAUSE OF HOME FIRES IN THE UNITED STATES WHERE THE FIRE DEPARTMENTS RESPOND TO MORE THAN 173 ANNUAL BETWEEN THE 2013-2017; AND WHEREAS, TWO OF EVERY FIVE HOME FIRES START IN THE KITCHEN AND 31% OF THEM FIRES RESULT FROM THE UNATTENDED COOKING; WHEREAS, MORE THAN HALF OF THE REPORTED NONFATAL INJURY FIRES OCCUR WHEN THE VICTIM TRIED TO FIGHT THE FIRE THEMSELVES AND CHILDREN UNDER 5 IS A HIG NON-FIRE ASSOCIATED WITH COOKING THAN BURNED IN A COOKING FIRE; AND WHEREAS, INDIO RESIDENTS SHOULD STAY IN THE KITCHEN WHEN FRYING FOOD ON THE STOVE TOP, KEEP A THREE-FOOT KID-FREE ZONE AROUND COOKING AREA AND KEEP ANYTHING THAT CAN AWAY FROM THE STOVE TOP; AND WHEREAS, RESIDENTS WHO PLAN AND PRACTICE HOME FIR ESCAPE PLAN ARE MORE PREPARED AND WILL THEREFORE BE MORE LIKELY TO SURVIVE A FIRE; AND WHEREAS, WORKING SMOKE ALARMS CUT THE RISK OF DIEING IN REPORTED WITH FIRE BY HALF; AND WHEREAS, THE INDIO RESPONDERS ARE DEDICATED TO REDUCE HOME FIRE, HOME FIRE INJURIES THROUGH PREVENTION, EDUCATION.

WHILE WE CAN'T BE AS ACTIVE IN THE COMMUNE NORMALLY WOULD BE BECAUSE OF THE COVID RESTRICTIONS THIS YEAR ONE THING WE WOULD IS ENCOURAGE CITIZENS TO ACTIVELY GO OVER THE PLANS, STRATEGIES ENSURE THAT THERE ARE ACTIVE AND

THEN WHAT THE FINANCIAL NEEDS WOULD BE FOR THAT.

THEN AT THE END ANY RESULTING RATE INCRE THAT MAY BE NEEDED.

THIS WE ARE TALKING ABOUT TODAY THE RESERV KIND OF MY LAST CLARIFICATION.

THE AMOUNT CAN VARY DEPENDING ON HOW THAT E OPERATES.

WE ARE RECOMMENDING THREE MONTHS OR THE 25%.

OF THE TOTAL ANNUAL OPERATING HELD IN RESERVE.

THAT GIVE US THREE MONTHS IF ALL BILLING STOP.
